The Planning Commission met in ��ular session with Chair-
man Talley presiding. Present were Commissioners Schultz,
Shaffer, Richardson, Brisco Strother, Smith and Councilman
Wood. Absent was Commissioner Evans.
MINUTE APPROVAL �
e minu es of November 20, 1962 were corrected to read as
follows: A motion was made by Mr. Shaffer, seconded by Mr.
Schultz, that the Planning Commission recommend to the City
Council that they work through the County and investigate the
possibility of improving the sight distance on Brisco Road by
lowering the road. The minutes of November.20, 1962 were
approved as prepared. and corrected..
CITY PROP. ON ELM STREET (County SLO
County Supervisor Alton Lee requested. a committee be
appointed to study the possibility of the City selling 22 or
3 acres of its land on Elm Street to the County, to be used as
a site for a south county health center and in the future for
other county offices. A motion was made by Commissioner Strother,
seconded by Commissioner Shaffer that Chairman Talley be
authorized to appoint a committee for that purpose. All members
present voted "Aye". Chairman Talley appointed. a committee of
Commissioners Brisco, Strother and Shaffer, to meet with Super-
visor Lee�and members of the Council, at 9:30 a.m. 12�6�62, for
the purpose of determining a location for a county health center.
Councilman Wood was request,ed to notify the other Councilmen of
the meeting.
VAR. HEARING _ Sunset Drive (Landini)
� The� on the variance request of Frank Landini for a
professional office building in an R-1 Zone on Sunset Drive was
declared opened. Mr. Fuller of 1065 Sunset Drive advised a
petition had been submitted requesting R-1 Zone only be allowed.
on Sunset Drive, and. the d.riveway provided for in the plan of
Mr. Landini would be a hazard for the children on Sunset Drive
and. felt a walkway would. be appreciated but would prefer the
street to remain resid.ential even if it meant not having a walk-
way; L. T. Cooper felt the Commission should not allow the
variance; Mr. Bill Henderson was against businesses on Sunset
Drive; Mr. Robbins felt over 50% of the residents of Sunset
Drive protested to having any business as it was a residential
street and should. remain as such; Mr. Hendrickson asked if
. businesses would be allowed on other vacant lots on�Sunset
Drive and. was ad.vised this could not be decided at this time.
Mr. Landini felt his plan would�not create more traffic on
Sunset Drive and said the driveway had been requested by some
of the residents of Sunset Drive. Mr. A, B. Wood, who owns
property on Sunset Drive, stated that he had no objection to
the professional office and felt approval of the Variance would
be good planning. Commissioner Shaffer advised that denial of
��this variance would not deprive the subject property of privileges
enjoyed by other properties in the vicinity and. under identical
zone classification. The hearing was declared closed.
A motion was made by Commissioner Shaffer, seconded by
Commissioner Schultz, that the variance re4uest of Frank Landini
be denied. All members present voted "Aye".
Mr. Landini advised. the Planning Commission he would appeal
the denial of the variance request to the City Council.
VAR. HEARING - Elm St. (Simnin )
A motion was made by Commissioner Strother, second.ed by
Commissioner Brisco, that the variance request of Mrs. Elsie
Simning to erect a 10 unit apartment build.ings.in R-1 Zone,
on Elm Street, be set,for hearing on:December 18th, 1962 at
8:00 P.M. All members present voted "AyeTt.
VAR. REQ. - Newman Dr. (Rigsby,) .
A motion was made by Commissioner S�rother, seconded by
Commissioner Schultz, that the variance request of W.C. Ri�sby
to erect a Duplex in R-1 Zone, at the easterly end. of Newman
Drive, be set for hearing on December 18th, 1962 at 8:00 P.M.

CON. TJSE REQ. - Bennett Ave. (Assem. of God Church)
A motion was made by Commissioner Smith, seconded by Commissioner
Strother, that the Conditional Use Permit request o� the Assembly
of God Church to erect a new sanctuary in R-1 Zone, at Bennett
and Bell Streets, be set for hearing on December 18th, 1962 at
8:00 P.M. All members present voted "Ayet'. Mr. Anderson was to
obtain information on seating capacity of sanctuary for the hearing.
ELM STREET PLAN LINES
The hearing for the discussion of the Elm Street Plan Lines
was declared opened. Mr. Anderson explained. the purpose and benefit
of having plan lines established and presented a map of the pro-
posed plan line for Elm Street. Open discussion followed and it
was felt the property owners on Elm Street had not had sufficient
time to review the map or obtain information on the effect plan
lines would have on their property. Mr. Jack Green felt that as
the proposed. plan line would. eliminate the front�portion of his
home, the City should condemn and.purchase the house. A motion was
made by Commissioner Shaffer, seconded by Commissioner Strother,
that the hearing on the Elm St. Plan Lines be continued to January
15th, 1963 at 8:30 P.M. All members present voted t�Aye".
TRACT NO. 243 - Tentative Map
The Tentative Map of Tract No. 243 was presented and. discussed..
Mr. Fretwell and Mr. Elmer Runels requested the natural flow of
the drainage be considered and an access to Mr. Fretwell's home be
provided for.
A motion was made by Commissioner Brisco, seconded by Commiss-
i.oner Shaffer that the Tentative Map of Tract No. 243 be approved,
subject to the following conditions:
l. Water and Sewer installations as requested by the
Director of Public Works.

A copy of the restricted covenants be filed.
That the Streets comply with the City Ordinance.
That the utility easements will be as requested by
the Utility Companies. ,
5. That a 6 foot chain link fence be installed on both
sid.es of the drainage channel thru the tract and. on
both sides of the road. crossing the drainage channel,
and along that portion of the Los Berros Drainage
Channel adjacent to the tract.

foot corrugated metal one-half round.s, seated in

Acquisition of County Road to be used for Drainage
purposes by the subdivider prior to final approval
of the Tract.
Drain Ditch be approved subject to liability approval
of City Attorney and County Hydraulic Engineer.
Map be checked and approved by an Engineer appointed
by the City Council. '
Approval by the County Health Department that the
construction of this subdivision would in no way
impair Mr. Fretwell's water well.

TRAILER FOR LIVING QUARTERS - Tally Ho Rd. Shadaker) .
The request of Lew and Ruth Shadaker to use a trailer for
living quarters on approximately 3 acres of land. north of Tally
Ho Road. was d.iscussed. Mr. Anderson was to contact the City
Attorney to determine if this would be permissible, and notify
Mr. Shadaker of the decision. A motion was made by Commissioner
Strother, seconded by Commissioner Brisco, that the request of
Lew and Ruth Shad.aker, be set for hearing on December 18th, 1962
at 8:00 p.m. subject to a d.ecision by the City Attorney. All

TR�CT N0. 282 - Unit One - Tentative Map
e entative Map of Unit One of Tract No. 282 was presented
and discussed. This map varied from the accepted Master Plan of
the tract in number and size of Lots, and the proposed sewer line
and lift station on Pike Street. Mr. Filer advised, the existing
structures would be removed from the land.
A motion was made by Commissioner Brisco, seconded by
Commissioner Shaffer that the Tentative Map of Tract No. 282,
Unit One, be approved, subject to the following conditions:
l. The street named Magnolia be changed to Virginia Drive
and the cul d.e sac be renamed from Magnolia Court.
2. A 10 foot easement for drainage for the proposed culvert
to be installed along the north boundary of the tract
when the second unit is developed.
3. Conformance with a11 City of Arroyo Grand.e subdivision
regulations. • � �
4. The lots with entrance access from Halcyon Road. and Pike
Street be d.eveloped with vehicular turn-arounds to avoid
cars backing into main street arteries.
5. Map be checked and approved by an Engineer appointed by
the City Council.

10" WATER LINE ON PIKE
motion was made by Commissioner Strother, second.ed�by
Commissioner Shaffer, that the Planning Commission recommend to
the City Council, that the City participate in the cost of the
installation of a 10 inch water main on Pike.Street. Al1 members
present voted 'tAye".
HEARING NOTICE PROCEDURE
motion.was ma�e by Commissioner Shaffer, seconded by
Commissioner Brisco, that hearing notices for the Planning
Commission be done by post card notice to property owners as
shown on the last equalized county assessment roll, and by
published legal notice with map. All members present voted "Aye".
BRISCO RD ..IMP. (Beamer access .
- �ommissioner �risco reported. he had contacted Mr. Beamer
regarding a road thru the back of his property for access to
properties that would have their access on Brisco Road impaired
if the grade of said road: was lowered.. He reported that the
buildings sit.too far back to permit the use of a road, but if
an easement for an alley could be obtained from'the Arroyo Grande
Union Elementary School District it could. serve several lots.
Chairman Talley requested Commissioner Brisco to contact the
school authorities regarding obtaining such an easement.
TRACT ZONING
The Zoning of new tracts as'they are presented was discussed,
and it was agreed to require developers to request zoning when
they presented tentative maps, to•exped.ite�the zoning procedure.
TRACT 242 and 282 ZONING
A motion was made by Commissioner Strother, seconded by
Commissioner Brisco that the Zoning for Tract 243 and Tract 282
be set for hearing January 15th, 1963�at 8:00 p.m. subject to
application being made by subdividers. All members present voted

SUBDIVISION CHARGES
Commissioner Shaffer suggested review of subdivision charges
and Mr. Anderson was requested to obtain the fees charged. in
other areas.

A motion was made�by Commissioner Schultz, seconded by
Commissioner Shaffer.that the meeting be adjourned at 11:15 p:m.
