The Planning Commission met in regular session with Chairman
Talley presiding. Present were Commissioners Brisco, 5mith, Strother,
Shaffer and Schultz. Absent were Commissioner Evans and Councilman
Wood:
MINUTE APPROVAL
Minutes of the meetings of November 5 and 7, 1962 were approved
as prepared on motion by Mr. Brisco, seconded by Mr. Schultz. All
present voted "Aye".
COND. USE PMT - Assem. of God Church
A Conditional Use Permit for the Assembly of God Church was
discussed. On motion by Mr. Shaffer, seconded by Mr. Schultz, the
Use Permit was tabled until a plot plan on l,and use and elevation
was submitted to the Planning Commission. All members present
voted "Aye" . " � " �
TRACT 282 - Master Plan
The master plan,map for Tract 282 was submitted and a discussion
followed. A motion was made by Mr. Brisco, seconded by Mr. Smith,
to accept Map 1 as the master plan map for general lot and street
layout with the following proposed changes:
l. Entry street to be 100 feet south or in line with Virginia Court.
2. Two lots facing Halcyon to have driveway on entry street.
3. Lots facing on Halcy.on and Pike Streets to be wide enough to
allow a turn around driveway:
All membErs present voted "Aye".
IMPROV. OF PIKE AND HALCYON INTERSECT
A motion was made by Mr., Brisco, seconded by Mr. Strother,
that the Planning Commissiori recommend to the City Council that
they start immediatly a program of improvement for the corner
of Halcyon and Pike Streets. All members present voted "Aye".
VIEWING OF BEL AIRE FIRE
Fire ChQef Tony Marsalek invited the Planning Commission
to view a film on the Bel Air fire. As it wasn't possible to see
the film at this time, he stated he could get it at a later date
for their v�iewing.
REQ. FOR ENGINEER FROM OUTSIDE AREA FOR COUNSEL
A motion was made by Mr. Shaffer, seconded by Mr. Brisco,
that the Planning Commission write a letter to the City Council
requesting that they hire engineering counsel from outside this
area to inspect maps submitted by the City Engineer. The
Planning Commission also recommends that the sub-divider pay the
cost created by this problem. Al1 members present voted "Aye".
TRACT 283 - Tentative Map
Mr. Anderson presented a tenative map of Tract 283. There
was a discussion on ponding areas. A motion was made by Mr. Brisco,
seconded by Mr. Strother, to accept the map subject to 5 lots
being left for a ponding area. All members present voted "Aye".
STREETS OF MAJOR IMPORT. AND CREEK CROSSING
Mr. Anderson presented a map of the proposed Streets of
Major Importance, referred to the Planning Commission by the
City Council. A motion was made by Mr. Strother, seconded by
Mr. Brisco, to amend the map to extend Fair Oaks Avenue across
Arroyo Grande to connect with Valley Road at the Northwest
corner of the High School. All members present voted "Aye".
A motion was made by Mr. Shaffer, seconded by Mr. Sinith,
to accept the map as amended and recommend it to the City Council.
All membErs present voted "Aye".
IMPROV. OF BRISCO RD. (Beamer)
— �fiairman Talley appointed Mr. Brisco to discuss with Mr.
Beamer his feelings on cutting the hill on Brisco Road and putting
a driveway in back of his house.
BRISCO RD. & BRIGHTON AVE. INTERSECT. �
A motion was made by Mr. Shaffer, seconded by Mr. Schultz,C�""`�'-`
that the Planning Commission recommend to the City Council that ���/��'
they work through the County and investiga.te the possibility of
� improving the site by lowering the road. All members present
voted "Aye".

ANNEX. REQ. - Halcyon Rd. (Burton)
An annexation request, referred to the Planning Commission
by the City Council, for the L. D. Burton property on Halcyon
Road was held over at the request of Andrew David. The committee
report by Mr. Shaffer and Mr. Schultz was postponed until the
requesL is resubmitted.
REC. ON NEW MEMBER FOR PLANN. COMM.
A motion was made by Mr. Strother, seconded by Mr. Brisco,
that the name of Norman Richardson be submitted to the City
Council for consideration as a new member of the Planning
Commission. All members present voted "Aye".
AGIIVDA CLOSING DATE
The closing date for agendas was set as Thursday at 5:00 P.M.
FARREL ROAD
Mr. Anderson asked if"anyone knew the correct spelling of
Farrel Road. Mr. Strother stated that it was spelled Farrel Road.
COMBINING ZONE - R-12
Mr. Schultz gave a report on the proposed Combining Zone
R-1 Z. After a discussion it was agreed to give the City
Attorney a; copy of the proposed zone to check the legality of
said zone.
PRELIMINARY AGENDA DISCUSSION
The Chairman discussed with the Commissioners the appointing
of a committee to work with Mr. Anderson on agendas for future
meetings. It was decided that a preliminary discussion,to
familiarize themselves with any problems that might arise on the
agenda, be held on the Monday before the Tuesday meeting at 3:00 P.M.
in the Director of Public Works office. Dick Blankenburg was
asked to attend also.
ADJOURNMENT
A motion was made by Mr.Brisco, seconded by Mr. Shaffer,
that the meeting he adjourned. All members present voted "Aye".
