A RESOLUTION OF THE CITY COUNCIL OF THt CITY OF ARROYO
GRANDE ADOPTING THE AMENDED LAND USE ELEMENT OF THE
GENERAL PLAN.
WHEREAS, the Planning Commission of the City of Arroyo Grande has prepared a
General Plan Report together with a General Plan Map and has adopted the amended
Land Use Element of the General Plan; and
WHEREAS, pursuant to Government Code Section 65501, et seq., the City Council
gave required notice and held a public hearing on July II, 1978, for the purpose
of considering the adoption of the amended Land Use Element of the General Plan
Report, and at which public hearing the amended Land Use Element report was
explained and reported upon; and
WHEREAS, an amended Land Use Element of the General Plan Report is
necessary for sound future community development, the preservation of community
values and the promotion of the general health, safety, convenience and welfare
of the said City of Arroyo Grande; and,
WHEREAS, the City Council of the City of Arroyo Grande has a responsibility
to plan for the desirable future growth and development of the City of Arroyo
Grande;
NOW, THEREFORE, the City Council of the City of Arroyo Grande does hereby
resolve as follows: I
SECTION 1: The City Council of the City of Arroyo Grande does hereby find I
and determine that the public interest, convenience and necessity require that the I
amended Land Use Element of the General Plan Report be adopted. i

SECTION 2: The City Council of the City of Arroyo Grande hereby adopts the I

amended Land Use Element of the General Plan Report set forth as follows: I

Page 14 of the Land Use Element of the Arroyo Grande General Plan, I
dated March 1975, is amended by replacing the third paragraph on said page which
I
reads as follows:
"On the Genera I Plan map, a five acre minimum parcel
size (0.2 dwelling units per acre) has been indicated for
prime agricultural land. The methods for keeping this prime
land in agricultural use, while avoiding unfair tax burdens on
the landowner, are discussed in the section of this plan on
policies for undeveloped land. Prime agricultural land, as
Identified by the Soil Conservation Service, is generally
out1 ined on the map found on page 14A. This land should be
considered for Agricultural Preserve status If undeveloped."
With the following paragraph:
"An agricultural designation and a five acre minimum
parcel size shall be presumed appropriate for prime agricultural
land. This presumption may be overcome and such land designated
for non-agricultural use and divided into parcels smaller than
five acres only upon presentation of clear evidence, using the
criteria on Page 7 and 8, that such changes are appropriate."
On motion of Councilman de Leon, seconded by Councilman Gallagher and on
the following roll call vote, to wit:
AYES: Council Members Pope, Gallagher, de Leon and Mayor Millis
NOES: None
ABSENT: Council Member Smith
the foregoing ~esolution was passed and adopted this 11th day of July, 1978.
