PC Minutes 1962-10-19� ,�� /��' ARROYO GRANDE, CALIFORNIA OCTOBER 19, 1962 A special meeting of :the Planning Commission was held on the above date in the City Council Room, City Hall, at 7:30 P.M. PRESENT: Mr. Brisco, Mr. Shultz, Mr. Shaffer, Mr. Smith, , Mr. Strother ABSENT: Mr. Talley, Mr. Evans COND. USE PERMIT - Branch St. (Edgar - Och) A Conditional Use Permit to permit a new and used Furniture Store on Branch Street for D.J. Edgar and Robert S. Och was discussed by the Planning Commission. Mr. Edgar explained the proposed use. A motion was made by Mr. Strother, seconded by Mr. Shaffer, approving the proposed use as no more object- ionable than those uses listed under C-1 zone in the Zoning Ordinance. ALL AYE S VAR. REQUEST - Grand and Hnlcyon (Polin-Johnson) Mr. Polin and Mr. Johnson presented a revised preliminary plan to the Planning Commission for the proposed car wash at Grand and Halcyon. A discussion followed. A motion was made by Mr. Strother, seconded by Mr. Shaffer, that a hearing date For the Variance request be set for November 7, 1962 at 8:00 PM ALL AYE S COiVD. USE PERMIT - Huasna Rd. (Allen Eugene Al1en explained to the Planning Commission the location of a proposed wood yard on Huansa Road and stated that this would be for wood storage only. The wood would be delivered from the site. Mr. Anderson explained that this would be a non-conforming use as presently zoned. On motion by Mr. Shultz, seconded by Mr. Strother, a hearing was set for November 7, 1962, at 7:00 PM, subject to an application of a Conditional Use Permit. � ALL AYES Don Shaffer was granted permission by the Chairman to leave the meeting. \/� ,:�. �. 1 � , � TRACT NO. 260 - Final Approval Richard Wood, representing Norman and Towery, discussed a farm access easement on the east side of Tract 260, also the disposition of Lot A. A motion was made by Mr..Strother, seconded by Mr. Shultz, to grant final approval of Tract # 260 on condition: (1) that they install sidewalks, curb, gutter, and half the paving on Fair Oaks Ave. (2) the paving of all of Fair Oaks Ave. from Halcyon Rd. easterly to Arroyo Grande Creek will be as out- lined by Mr. Harris at the Planning Commission meeting of January 5, 1960, unless otherwise permitted by action of City Council. (3) final map shall indicate farm access right of �way at rear of Lot 13 thru 22. (4) Lots l, 2, 3, 6, 7, 8 and 9 each shall hold a 1/7 undivided interest in Lot A as indicated on the final map. ROLL CALL: Mr. Brisco, Mr. Shultz, Mr. Smith, Mr. Stro.ther ALL AYES � ABSENT: Mr. Shaffer, Mr. Talley, Mr. Evans � COUNTY ZONING IN CONJUNCTION WITiri CITY ZONING - Addison Wood discussed the possibility of the City adopting the County zoning ordinance, to eleviate conflict with the City Zoning on annexations. Mr. Shaffer returned to the meeting. Mr. Shaffer discussed the possibility of establishing a R-1 2 zone in the Zoning Ordinance. Chairman Brisco appointed Mr. Shaffer and Mr. Shultz to make a study of the possibility of this zone . The next meeting of the Planning Commission was set for November 7, 1962 at '7:00 PM. ADJOURNMENT No further business appearing, on motion by Mr. Strother, seconded by Mr. Shultz, the meeting was adjourned at 12:45 , A.M. Present were Commissioners Strother, Schultz, Shaffer, Smith, Talley and Councilman Wood.. Absent was Commissioner Evans. APPOINTMENT OF NEW MEMBERS TO PLANN. COMM The appointment by the Council of the Planning Commission members retroactive to July l, 1962, of Smith, Strother and Brisco for two year terms, and Schultz, Shaffer, Talley, and Evans for four year terms was discussed.. RECONVENE PLANNING COMMISSION � Chairman Brisco resigned as chairman of the Planning Commission and as acting Chairman called for nominations to reconvene the planning commission, and nominated Commissioner Talley for Chairman. Commissioner Smith moved nominations be closed and it was so moved.. A motion was mad.e by Commissioner Shaffer, second.ed. by Commissioner Schultz, that Oliver Talley be Chairman of the Commission. All present voted 'tAye't. Chairman Talley, presid.ing, said Mr. Brisco had. done a real good job as Chairman and felt the community as a whole appreciated his service. Nominations were then opened for Chairman pro-tem. Commissioner Schultz nominated Gommissioner Strother and Commissioner Strother nominated. Commissioner Shaffer. Commissioner Strother moved. nominations be closed and it was so moved. Commissioner Schultz withdrew his nomination for Commissioner Strother. A motion was mad.e by Commissioner Strother, second.ed by Commissioner Schultz, that Commissioner Shaffer be Chairman Pro-Tem, All present voted '!Aye". Nominations were opened for Secretary. Commissioner Brisco nominated. Commissioner Strother. Commissioner Schultz moved noma.nations be closed and it was so moved.. A motion was made by Commissioner Brisco, second.ed by Commissioner Schultz that Commissioner Strother be secretary of the Planning Commission. All members present voted "Aye't. ChaiMnan Talley appointed.Commissioner Schultz as liason officer to attend Council meetings and Commissioner Shaffer as stand-by�liason officer. Chairman Ta11ey appointed the Build.ing Inspector and Commissioner Brisco to serve with himself as a lot-split committee. ELM ST. PLAN LINE Tentative plans were presented by Mr. And.erson for a plan line on Elm Street. After discussion it was agreed, a hearing should be held to d.etermine the property owners feelings. A motion was mad.e by � Commissioner Shaffer, seconded by Commissioner Smith, that a hearing be held on December 4th, 1962 at 8:00 p.m. for the purpose of d.evelop- ing plan lines for Elm Street from Grand Ave. to the southerly line of Tract 244. All members present voted "Aye". BRIGHTON AVE. - BRISCO RD. INTERSECTION The intersection of Brighton Ave. with Brisco Road was taken und.er discussion. A possible solution was to lower the grade on Brisco Road. so visibility would be increased, if- another method of access could bel'� arranged to the homes now existing on Brisco Road. Mr. Anderson was to contact the property owners to determine their feelings toward develop- ing a street in back of the present homes, which would provid.e another access;.and. possible development of lots on the back of the property. LEAGUE CONF. IN L.A. Mr. Anderson gave a short resume of the planning commission meet- ings held. at the League conference in Los Angeles, and. outlined. some of the d.uties of the planning commission. BLANKET ZONING Commissioner Shaffer advised Councilman Wood, it was established at the League Conference that blanket zoning could. not be combined with an annexation, and that the City must take the normal procedure to rezone, after an annexation has been completed.. COMBINING ZONE R-1'2 Commissioners Shaffer and Schultz reported. on a Combining Zone, R-12 and discussion followed. A motion was made by Commissioner Brisco, second.ed by Commissioner Strother that the Combining Zone be referred to the City Attorney to be documented in legal form for the planning commissions review. Burton on Halcyoni.Road, that had been referred. to the Planning Commission from the' Council was discussed. The property involved conflicted with the City Master Plan and further information would be necessary before a decision could be reached. Chairman Talley appointed a committee of Commiss"ioners Shaffer and Schultz to make a study and report to the commission. OVERALL DRAINAGE � Councilman Wood discussed the d.rainage problem with the commission and explained there was a natural gravity flow to the slough in Oceano that would. not conflict with Grover City and Oceano, and. he felt that it would be possible for the ' Cities and County to work together, with the County taking the initiative and. work out the drainage problem to everyone's satisfaction. Williams The hearing regarding t e variance request of Merle Williams to permit an R-3 use in an RA-B 3 Zone at the northeast corner of Elm St. and. Farrell Road was declared opened. Robert Walker spoke in favor of the proposed��dariarice and Mr. Stites of 1130 . Palm St, objected to the change for reasons of drainage. The hearing was declared closed. A motion was made by Commissioner Shaffer, seconded by Coinmissioner Brisco, that the variance be granted for the R-3D use subject to plans being approved by the Director of Public Works, curb and gutters being installed, and . any development conform to the proposed plan line of Elm St. All members present voted "Aye". A motion was made by Commissioner Shaffer, seconded by Commissioner Schultz, that the conditional use permit of Joseph � Johnson be granted with architectual design, drainage, paving and final plans being in conformance with the committee report filed and subject to the approval of the Director of Public Works and the Planning Commission. REQ HEARING - Grand Ave. (Williams Sho in Center) The earing regarding t e variance reques e3 Ed Williams . to permit a shopping �center to be established in a RA-B3 zone on Lots 5-6-7-8-9 and 10 of the Folsom Tract was declared open. Mr. Bailey, Mr. Cummins, Mrs. Bielefeld, Mrs. Tabata spoke in protest of the change. Mr. Wallace Barr, and.Mr. Howard Mankins spoke in favor of the change. After discussion, most of the protestents agreed they would. be in favor of the variance if the drainage could be disposed of. A motion was made by Commissioner Schultz, seconded by Commissioner Strother, that the variance be granted. AMENDMENT DISCUSSION Commissioner Shaffer requested the zoning ordinance be amended to conform with the County assessed and appraised values, as the City no longer set appraised values. CITY ENGINEER DISCUSSION � Commissioner Shaffer requested Councilman Wood. discuss with the Council the possibility of the City hiring an engineer from outside the area who would not be submitting his own work to the City, on a part time basis to check engineering developments and make a recommen- dation to the Planning Gommission, as the situation of a conflict of interest has not accured and should be avoided in the future. � �16d �rroyo Grand.e, Calif .
