A special meeting was held on the above date, 8:00 P.M., in the
City Council Room of the City Hall for the purpose of holding a
public hearing on the proposed Fair Oaks zoning.
PRESENT: Mr. Brisco, Chairman, Mr. Shaffer, Mr. Talley, Mr.
Strother,
ABSENT: Mr. Kithcart, Mr. Ev�ans
FAIR OAKS ZONING
Mr. Anderson presented a map of the proposed zoning and opened
the meeting for discussion.
Mr. Angel objects very strongly to the use of the lots on Alder
Street for a C-1 zone, and he recommends that the increase in �
C-1 zone be taken off from the zoning map until so needed. He
feels that the parking facilities should be looked into for
Weatherby's and other surrounding commercial areas.
Mr. Edwin Taylor is very much in favor of the proposed zoning,
especially the R-1 zone. This area does need some restricted
area for residential area and one that you do not have to
worry about encroachments. He requested thatFFair Oaks zoning
remain as it is.
Mrs. Naomi Lawrence requested that the C-1 zone on Halcyon Road
be extended Southerly to follow her South property line.
Mr. Bob Folkerts would like to see R-1 zone on Halcyon Road be-
tween Dodson Way and Fair Oaks Avenue changed to R-3.
The Planning Commission feels that R-3 zone on Halcyon Road be-
tween Dodson Way and Fair Oaks Avenue would cause congestion on -
Halcyon Road because it is so narrow.
Mr. Wallace Barr questioned the possibility of R3-D zone on
Halcyon Road between Dodson,Way and Fair Oaks Avenue instead of
the present R-1 zone. �
Mrs. Naomi La�rence feels that if apartment houses were built on
Halcyon Road, the increase in traffic would force the widening
of Halcyon Road.
A motion was made by Mr. Strother that the easterly half of the
block bound by Dodson Way, Halcyon Road and Fair 0aks Avenue be
zoned R3-D; there was no second to the motion.
A motion was made by Mr. Strother, seconded by Mr. Talley, that
with no further changes to be made, the hearing be continued to
the next regular meeting of October 2, 1962. Motion withdrawn
with permission of the second.
TEMPORARY VICE CHAIRMAN
A motion was made by Mr. Shaffer, seconded by Mr. Talley, that
Chairman Brisco appoint a temporary Vice-Chairman due to the
illness of Vice-Chairman Evans.
ALL AYES
Chairman Brisco hereby appointed Mr. Talley to serve as Tempor-
ary Vice-Chairman.
- TRASH ON ALDER STREET
Mr. Bob Folkerts requested that Mr. Anderson contact people on
Alder Street regarding complaints of trash in this area.

FAIR OAKS ZONING
A motion was made by Mr..Strothe.r, seconded by Mr. Shaffer, to
adopt the following Resolution:
That the Planning Commission recommend that the City
Council pass an Ordinance adopting the zoning map and
zoning plan drawn up by the P�anning Commission for
zoning the Fair Oaks area newly annexed to the City of
Arroyo Grande.
and on the following roll call vote, to-wit:
AYES: Mr. Brisco, Mr. Shaffer, Mr. Talley, Mr. Strother
NOES: None
ABSENT: Mr. Kithcart, Mr. Evans
Mr. Wallace Barr complimented the Planning Commission and Mr.
-Anderson on the fine work they did on the zoning of the Fair
� Oaks area. Compliments also came from Mrs. Naomi Lawrence, Mr.
Karl Hogan, and Mr. Edwin Taylor.
No further business appearing, upon motion of Mr. Talley, seconded
by Mr. Strother, the meeting was adjourned at 9:45 P.M.
