Arroyo Grande, California September 18, 1962 A regular meeting of the Planning Commission was held on the above date in the City Council Room of the City Hall, 7:30 P.M. PRESENT: Mr. Brisco, Chairman, Mr. Kithcart, Mr. Shaffer, Mr. Talley, Mr. Strother ABSENT: Mr. Evans MINUTE APPROVAL T e minutes of the previous meeting of September 4, 1962 were approved as prepared. COND. USE PERMIT HEARING - Halcyon Rd. (Johnson) A continuation of the hearing on a Conditional Use Permit for Joseph M. Johnson to construct a Car Wash and a Service Garage on Halcyon Road in C-1 zone was held. A committee report was made by Mr. Shaffer on the construction of the Car Wash and a Service Garage. On motion of Mr. Talley, seconded by Mr. Kithcart, the Planning Commission accepted the Committee Report. No written protests were received. Mr. Clem Everett stated that he is strongly opposed to the car wash due to the fact that the proposed six foot fence will not insure the privacy of the property owners on Park Way. Mr. Harris, City Attorney, advised the Planning Commission that they could grant the Use Permit`sub- ject to the Committee Report. On motion of Mr. Strother, sec- onded by Mr. Shaffer, the Conditional Use Permit was :granted subject tb�the provisions of the Committee Report, and on the following roll call vote, to-wit: AYES: NOES: ABSENT: Mr. Brisco, Mr. Kithcart, Mr. Shaffer, Mr. Talley Mr. Strother None� : Mr. Evans VAR. HEARING - Alder St. (Walker) A continuation of the hearing on a Variance Request for Robert E. Walker to permit R-3 Use on property presently zoned R-1 on Alder Street was held. No written protests were received. Oral protests were heard from the following: Mr. E. P. English, 209 Alder Street, objects to any more duplexes on Alder Street. Mr. Edwin Taylor, 1029 Ash Street, feels that this area should be reseryed for R-1 zone with nice homes and large lots. He feels that because of the large. lots and oak.. trees, this is a desirable and needed R-1 area. Mr. L. D._Sloane, 1014 Ash Street, feels that R-3 zoning would be detrimental 'to the.surrounding R-1 zone. Mr. C. A. Re;ade, Jr., 1026 Ash Street, feels that Apart- ment Houses would be degrading to the R-1 zone. Mr. H. J. Santens, 312 Alder Street, also feels Apart- ment Houses would be degrading to the R-1 zone. Would like the quiet neighborhood to remain. Mrs. Edwin Tay�or, representing the H. N. Cookson's, who reside at 1030 Ash Street, said they are very much opposed to apartment houses in this �-1 zone. Mrs. Robison, wants the quiet neighborhood to remain. Mr. R. L. Thomas, t228 Wood Place, is against apartment houses being built on this R-1 zone. Mr. E. P. Engl�sh feels that the present duplexes on Dodson Way and Alder Street are no improvement to the area. ;, �� ',� t: A motion was made by Mr. Strother, seconded by Mr. Talley, that the Variance Request be denied, and on the following roll call vote, to-wit: AYES: Mr. Brisco, Mr. Kithcart, Mr. Shaffer, Mr. Talley, Mr. Strother NOES: None ABSENT: Mr. Evans COND. USE PERMIT HEARING - Traffic Way (Schmitt) A hearing on a Conditional Use Permit or Paul Schmitt to extend a Trailer Court at 535 Traffic Way was held. There were no written protests. Oral protest was heard from Daniel Kirk representing Myron and Olive Williams. They do not want the Trailer Court extended because it will reduce the value of their property which adjoins the Schmitt property. If it i.s extended, they request a six foot block wall fence be constructed along the north and east property lines of the Trailer Court which adjoins their property. A motion was made�by Mr. Shaffer, seconded by Mr. Strother, that the Conditional Use Permit be granted sub- ject to a six foot solid redwood fence being constructed on the�" north and east sides of the property development, and that'the drainage be maintained to allow free flow of excess water, and on the following roll call vote, to-wit: AYES: Mr. Brisco, Mr. Kithcart, Mr. Shaffer, Mr. Talley, Mr. Strother NOES: None ABSENT: Mr. Evans COND. USE PERMIT HEARING - Grand Ave. (Neufeld) A hearing on a Conditional Use Permit for Harry Neufeld to estab- lish a Radiator Repair Shop and an Auto Repair Shop at 950 Grand Ayenue was held. There were no written or oral protests. A motion was made by Mr. Shaffer, seconded by Mr. Strother, that the Conditional Use Permit be granted subject to the off-street parking complying with the City Ordinance. ALL AYES COND. USE PERMIT HEARING - Branch St. (Smith) A hearing on a Conditional Use Permit for William R. Smith to re-establish a Dry-Cleaning Establishment at 109 E. Branch Street was held. 'I�here were no written or oral protests. A letter was received from Mr. William M. Vaughn stating that he feels the Use Permit should be granted. A motion was made by Mr. Strother, seconded by Mr. Shaffer, th�at the Conditional Use Permit be granted. ALL AYES LOT SPLIT N0. 13 - Spruce St. (Van Beveran) Lot Split No. 13 for Robert J. Van Beveran on Spruce Street was discussed by the Planning Commission. A motion was made by Mr. Strother, seconded by Mr. Kithcart, that approval of the Lot Split be continued until the Proposed Fair Oaks zoning is approved. ALL AYES LOT SPLIT N0. 19 - Tally Ho Rd. (Lee) Lot Split No. l9 for Harold Lee on Tally Ho Road was discussed by the Planning Commission. A motion was made by Mr. Brisco, seconded by Mr. Shaffer, that the Lot Split be approved.
