July 31, 1962
A special meeting was held on the above date, 8:00 P.M., in
the Margaret Harloe School for the purpose of discussing with
the people of the newly annexed Fair Oaks Area their desires
and objections on rezoning of this area.
Present were Mr. Brisco, Mr. Strother, Mr. Shaffer, Mr. Kith-
cart, Mr. Talley, Mr. Evans, Mr. Anderson, and Mr. Blanken
burg.
The meeting was called to order by Mr. Brisco. Mr. Strother
welcomed everyone present on behalf of the Planning Commis-
sion and the City as a whole.
Mr. Anderson presented maps of the present zoning of the
Fair Oaks Area and opened the meeting for discussion.
Mr. Ralph Bailey - Feels that R-1 zoning on Maple Street is
not satisfactory and would like to see1it zoned R-2.
Mr. John Copleman - Lots in the 300 Block on Walnut Street
are too deep for R-1 zoning and should be changed to R-2
zoning.
Mr. Burt Houston - Desires to have portion of Ash Street and
Alder Street rezoned from R-1 to R-3.
Tyir. Ralph Bailey - Not satisfied with proposed trailer court
on Maple Street.
Mrs. Nancy Conrow - Questioned multiple zoning for trailer
courts in this area. `
Mrs. Lawrence - Wants R-3 or C-1 zoning on Halcyon Road in-
stead of R-l.
Mr. McDonald - Second house should be allowed in the rear of
lots in R-1 zone.
Mr. Wallace Barr - More than one home should be allowed in
the rear of lot that is large enough for two.
Mr. John Copleman - Trailer parks on Maple Street would hurt
the value of the homes on this street:..
Mr. Howard Mankins - Entire block between Grand Avenue and
Poplar Street should be zoned C-1 so that it could be used
for parking area_for the Commercial Buildings on Grand Avenue.
Second choice would be to have it zoned either R-3 or R-2.
Mr. Carl Hogan - Future consideration should be taken for C-1
zoning on the property lying between Poplar and Grand.
Mr. Bailey - R-2 or R-3 zoning would be desirable on property
lying between Poplar and Grand.
Mr. Nicholaus Gaynos - Wants to build a trailer park on
Farrell Road.
Mr. James Sawyer - Trailer park on Farrell Road would be an
asset to the entire area. Also considering putting a
trailer park in the area south of that of Mr. Gaynos.
Mr. Bailey - No objection to trailer courts except for the
one on Maple Street due to the financing of homes.
Mrs. Conrow - Requested that signs stating "Children at Play"
be put on streets where there are ten or more children re-
siding.
Mr. Ray Bear - Need a buffer zone behind the Standard Service
Station on Grand Avenue near Brisco Hill to separate the C-1
zofle from the R-I zone.
Mr. Wilson - Wants R-3 zoning on Elm and Aspen instead of
RA.
Mr. Edwin Taylor - Wants no trailer courts in the area of
Maple Street. This area is the best as far as residential,
and he feels that the Fair Oaks area should be kept a good
residential area.
Mr. McDonald - Wants R-3 zoning on Fair Oaks Avenue and not
R-1 �lue to the extremely large lots. Feels that the height
of apartments and motels should be limited in R-2 and R-3
zone.
Mr. Martin Polin - Would like the zoning lines between Grand
Avenue and Sunset Drive to follow the property lines.
Mr. Robins - Feels that there are too many short lots on Sun-
set Drive for other than R-1 zoning.
Mr. Copleman -:_Increased zoning is needed in the entire Fair
Oaks area.
Mr. Bob Shiganaka - Wants to build a trailer park on his
property at the end of Spruce Street.
No further discussions or comments, the discussion was closed.
Mr. Anderson explained that all comments and requests would
be considered and if possible incorporated into the proposed
Arroyo Grande zoning plan to be developed in Planning Commis-
sion study sessions probably within the month.
No further business, the meeting was adjourned at 9:30 P.M.
