PC Minutes 1962-05-01_ � .f �"�, May l, 1962 Arroyo Grande, California A regular meeting of the Planning Commission was held on the above date in the Council Room of the City Hall, 7:30 P.M. PRESENT: Mr. Brisco, Chairman, Mr. Evans, Mr. Kithcart, Mr. Shaffer, Mr. Strother ABSENT: Mr. Talley HOSPITAL SITE Mr. Peterson, representative of the Arroyo Grande Valley Com- munity Hospital, was present to discuss the parking at the Hospital with the Planning Commission. He stated tliat they are aware of having a need for additional parking facilities for the number of employees and visitors, and that a master plan has been drawn up for future parking facilities. REZONING - GRAND AVE. (Polin) On motion of Mr. Kithcart, the hearing on the re-zoning of the Martin Polin property on Grand Avenue from RA-B3 to C-1 was held over until the meeting of May 15, 1962, when Mr. Polin will be able to attend the meeting; seconded by Mr. St•rother. ALL AYES CREEK CROSSING - Valley Rd. Halcyon Rd. On motion of Mr. Strother, recommendation on the creek cross- ing from Halcyon Road to Valley Road was held over until the meeting of May 15, 1962, that because of the problems in- volved, it would be advisable to have a special Planning Com- mission meeting on Wednesday, May 9, 1962, at 7:30 P.M. devoted entirely to this discussion. ALL AYES HALCYON RD. PLAN LINES � On motion of Mr. Shaffer, recommendation on the Halcyon Road Plan Lines be held over until the meeting of May 15, 1962, so that problems could be discussed at the special Planning Commission meeting on May 9, 1962. ALL AYES ATTORNEY OPINION - Vnriances and Rezoning . There was no discussion of clarification on variances and re- zoning by the Planning Commission, but Mr. St�other stated that he had talked to Mr. Harris who said he will check the municipal code to see whether or not an amendment to the City Ordinance can be made through the City Council. Mr. Anderson will contact Mr. Harris regarding the clarification on vari- ances and re-zoning. Councilman Wood pointed out that the Council is more in favor of the variance than the re-zoning because a variance enables the City to have jurisdiction over what is built on the property until it has been built. REZONING - DODSON WAY (Christianson) C;. ��t.'hris�ianson presen e � layout of the requested R-3 use of the Ellis Harris property lying south of Dodson Way between Halcyon Road and Alpine Street if his appeal to the City Council is granted permiting him R-3 use in a RA-B3 zone. He does not feel that it will in any way destroy the value of the Robert Walker property which is adjacent to his. The � matter was discussed, but no action was taken due to the appeal by Christianson to the City Council. PRELIMINARY;r�MAPS - (2) Norman and Towery Norman an owery presented two preliminary maps of tracts to the Planning Commission for discussion. One of the tracts is located on the south side of the proposed Fair Oaks Avenue extension East of and paralleling Halcyon Road. The other tract is located Southeast of the end of South Alpine Street and adjacent to the Ross Abel property. Four or five copies of the two preliminary maps will be submitted by Norman and ,. :� Towery to the Planning Commission for further discussion. On May 9, 1962, at 7:30 P.M., the Planning Commission will meet as a committee on the preliminary maps. They will also dis- cuss the creek crossing between Halcyon Road and Valley Road, and the Halcyon Road Plan Lines which may determine whether or not these preliminary maps are passed. MINUTE CORRECTIONS On motion of Mr. Shaffer; seconded by Mr. Strother the follow- ing corrections were made to minutes of previous meetings: April 17 - The minutes read - the hearing on the Martin Polin property was continued to the Meeting of May l, 1962, so that the Planning Commission could determine what the property will be used for after being re-zoned - and should be corrected to - the hearing on the Martin Polin property was con- tinued to the meeting of May l, 1962, for the pur- pose of protecti.ng the value of the adjacent property. April 10 - Mr. Evans, Vice-chairman, presided over the meeting, not Mr. Brisco, Chairman. Clarification was made of any misunderstanding_on present zoning(zoned RA-B3 and not R-1)on the Ellis Harris property. ALL AYE S TRAFFIC WAY ISLAND Mr. Brisco stated that a parking lot is needed much more than the island of lawn across from the Presbyterian Church on Traffic Way. No discussion followed.
