A regular meeting of the,Planning Commission was held on the above date in the Council Room of the City:Hall, 7:30 P.M. PRESENT: Mr. Brisco, Chairman, Mr. Talley, Mr. Shaffer, Mr. Strother, Mr. Lee, Mr. Evans ABSENT: Mr. Kithcart MINUTE APPROVAL The minutes of the previous meeting on March 20, 1962, were corrected by Mr. Strother: He asked that an insertion be made on the hearing on the Variance Request for Mr. Pinnell requesting R-3 use in R-1 zone on North Elm Street. The hear- ing was continued to the meeting of April 3, 1962, due to the need of an opinion from Attorney Harris as to the exact zoning of the property. Mr. Shaffer made a motion that the minutes be approved as corrected; seconded by Mr. Strother. ALL AYE S LETTER TO SLO COUNTY PLAN COMM A motion was made by Mr. Tal:ley to send a letter to the County Planning Commiss.ion thanking them for the assistance and cooperation they have given the City Planning Commission; seconded by Mr. Evans. ALL AYES LOT SPLIT COMMITTEE APPOINTMENT A motion was made by Mr. Shaffer to appoint Mr. Anderson to the Lot Split Committee; seconded by Mr. Evans. ALL AYES VAR.(HalcyonRoad) Due to no submission of a formal Variance Request from Mr. Jurinjak for the property on Halcyon Ro:ad, no action was taken. VAR. HEARING - Tract 161 A continuation of a hearing on a Variance Request fo•r R-3 use in R-1 zone on North Elm Street was held. Written protest was received from Mr. Rudolph Hock, 1435 Eucalyptus Street, San Francisco. A petition protesting this Variance was received ; with the following names and addresses: S. E. Brewster J. C. Mitchell D. B. Piepenbrink W. L. McOsker John B. Watt Ora A. Vasquez L. Kemble John M. Hawk 213 N. Elm 201 N. Elm 265 N. Elm 1224 Grand 1224 Grand 251 N. Elm 220 N. Elm Oral protest was heard from John Hawk, 220 N. Elm Street. Mr. Langston spoke in favor of the Variance. A motion was made by Mr. Shaffer that the Variance be denied due to the fact that a Request for Re-Zoning, not a Request for Variance, should be submitted; seconded by Mr. Talley. _ ALL AYES VAR. HEARING - Dodson-Halcyon-Alpine A continuation of a hearing on a Variance Request for RA-B3 use in R-1 zone on property �ly�ng south of Dodson Way between Hal- cyon Road and Alpine Street was held. Oral protests were heard from Bert Houston and Bob Walker. Ross Lee stated that he (Corrected by minutes of May l, 1962) e �' :� "�� ," � ��� wished to withdraw his protest against the Variance. Bill O'Connor spoke in favor of the Variance. A motion was made by Mr. Evans that the Variance Request be denied due to the fact that they would be granting a privilege others would be denied; seconded by Mr. Shaffer. ALL AYES PLAN LINES - Halcyon Road Maps of the proposed alignment of Halcyon Road were presented by Mr. Anderson. He explained that the plan was set up so that building up to the present plan line would not be per- mitted, and this would prevent condemning buildings when the alignment of Halcyon Road is started. The following comments were heard: � George Ribken stated that he will protest until a center line is established from Highway 1 to Highway 101. Edgar Bates stated that if Halcyon Road was going to be widened, they would have to widen it equally on both sides without regard to existing buildings. It is unfair to take less from some than others. Art Garey stated that he is very much for the plan lines, and that Mr. Anderson and the Planning Com- mission are to be�cpmmended for looking to the future. Sam Simons would not be in favor as the plan line is within five feet of his residence. Rev. Criswell stated the present plan line would in- terfere with the present master plan for the Metho- dist Church, that if the City would permit a reduc- tion in the front set back requirement, there would be no objection. J. H. Lindholm Trustee of the First Baptist Church stated that if the plan line is established, the people should be allowed to build closer to the line. Mr. Hopkins stated that a center line should be estab- lished, and Halcyon Road should be equally widened on both sides. Thelma Smith stated that she is thoroughly against the plan lines. She will give no more than ten feet off from her property. The plan lines will lower the �alue of her property. Bob Folkerts is in favor of the plan lines but they should be a uniform 80' width throughout. Mr. Brisco stated that these comments would be considered by the Planning Commission informing their regulations on the proposed plan line to the City Council. The hearing was closed upon motion of Mr. Talley; seconded by Mr. Evans. ALL AYES PROPOSED CREEK CROSSING Mr. Anderson presented maps of the proposed streets between Halcyon Road and Valley Road. There were three different proposals on Ash Street extension to the corner of the High School with a slight difference in alignment on each. A 0 �� � � � � o proposed extension of Fair Oaks Avenue was also presented. Discussion with property owners covered the following main points: (1) that future planning should include both roads. (2) that low level (dry weather) creek crossings were not desirable except where the entire right of way was obtained for ingress and egress and where topography would permit. In.all cases only on a temporary basis. (3) that the Norman and Towery Development Company would improve and dedicate their�half of the 80' Street • on the North side of their proposed subdivision on the East side of the creek, approximately 1000' in length. A motion was made by Mr. Strother to have Mr. Anderson pre- pare an estimated cost on both proposed streets for the meeting of April 17, 1962, including how much it will cost to buy the right of way, how much creek crossings will be, and what has to be done to obtain the property; seconded by Mr. Evans.
