A RESOLUTION OF THE C~TY COUNCil OF THE CITY OF ARROYO
GRANDE FlEDG~NG SUPPORT FOR AN AFFiRMATIVE PROGRAM FOR
EQUAL EMPLOYMENT OPPORTUNiTY.
WHEREAS, It as the practice of the City of Arroyo Grande to administer
personnel policies and programs without regard to race, color, religion, political
belief, age, national origin, sex or cultural background; and
WHEREAS, this practice applies to all aspects of employment Including
recruitment, hiring, compensation, benefits, promotion, training, education,
t?'arsfer" layoff, and return from layoff; and
WHEREAS, the City tries to be fair and .impartlal in its relations with
employees and applicants and all personnel actions are made In accordance with
the prin~ipJes of equal employment opportunity; and
WHEREAS, the City promotes fair employment by doing business with firms
that follow non-discriminatory practices; and
WHEREAS, the City employs on the basis of merit, qualification, competency,
and professional excellence; and
WHEREAS, the City recognizes the need for programs designed to facilitate
upward mobility for qualified and qualifiable individuals to higher levels of
occupational skills; and
WHEREAS, the City wants to solidify further its personnel practices by
establishing them as formal policy.
NOW, THEREFORE, THE CITY COUNCiL DOES HEREBY RESOLVE AND ORDER, as follows:
That the City Council pledges itself to do all within Its powers to develop
and Implement specific affirmative action programs which will accomplish the
objectives of equal opportunity employment; and
Further, the City staff Is directed to take affirmative actions to seek
applicants whose potential could be more fully realized, if assisted, to meet
existing standards of Job performance within feasible limits.
Further, the City staff will take necessary action to Identify applicants
and employees who can become qualified by utilizing appropriate training programs
to develop full qualification for entrance level or promotional positions.
On motion of Councilman Schlegel, seconded by Councilman Splerllng and on
the following ra11 call vote, to wit:
