PC Minutes 2023-02-07ACTION MINUTES MEETING OF THE PLANNING COMMISSION February 7, 2023, 6:00 p.m. Hybrid City Council Chamber/Virtual Zoom Meeting 215 East Branch Street, Arroyo Grande Commission Members Present: Vice Chair Jamie Maraviglia, Catherine Sackrison, Kevin Buchanan, Virginia Roof, Bruce Berlin Staff Present: Associate Planner Andrew Perez, Assistant Planner Patrick Holub, Community Development Director Brian Pedrotti Given the recent increase in COVID-19 cases in San Luis Obispo County, and in compliance with Assembly Bill (AB) 361, which allows for a deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by teleconference. 1. CALL TO ORDER Vice Chair Maraviglia called the Planning Commission meeting to order at 6:OOpm. 2. ROLL CALL 3. FLAG SALUTE Vice Chair Maraviglia led the flag salute. 4. AGENDA REVIEW None. 5. COMMUNITY COMMENTS AND SUGGESTIONS Vice Chair Maraviglia opened the public comment period. Hearing no public comment, Vice Chair Maraviglia closed the public comment period. 6. WRITTEN COMMUNICATIONS The commission was provided one item of written correspondence regarding item 8.a. 1-7. CONSENT AGENDA 7.a Approval of Minutes (HOLUB) 1 Commissioner Sackrison suggested a correction to the minutes. Moved by Catherine Sackrison Seconded by Kevin Buchanan Approve the Minutes from the December 6, 2022 Meeting. Passed 8. PUBLIC HEARINGS 8.a Consideration of Conditional Use Permit 22-005; Establishment of a New Telecommunication Facility; Location — 581 Branch Mill Rd; Applicant — DISH Wireless; Representative — Jerry Ambrose (PEREZ) Planning Manager Perez presented the staff report and responded to Commissioner questions regarding the removal of the previous telecommunication carrier's equipment, hours of operation for the proposed generator and whether a new enclosure will be required. Vice Chair Maraviglia opened the public hearing. Ray Diepenbrock, 546 Farmhouse Place, spoke about concerns the neighborhood has regarding the new telecommunications site. Planning Manager Perez addressed Mr. Diepenbrock's questions. Hearing no further public comment, Vice Chair Maraviglia closed the public hearing. Moved by Kevin Buchanan Seconded by Bruce Berlin It is recommended that the Planning Commission adopt a Resolution approving Conditional Use Permit 22-005 (Attachment 1). Passed 9. NON-PUBLIC HEARING ITEMS None. 10. NOTICE OF ADMINISTRATIVE ITEMS SINCE DECEMBER 6, 2022 Received. 11. COMMISSION COMMUNICATIONS Vice Chair Maraviglia welcomed the new Commissioners. 12. STAFF COMMUNICATIONS Community Development Director Pedrotti thanked each of the Commissioners for their service. 2 13. ADJOURNMENT The Meeting adjourned at 6:28pm.
