Under review in Table 1 of the staff report is the pursuit of short- and long-term options for water resiliency in addition to further evaluation of drought response efforts. The specific “Task” of interest is the contemplated water purchase agreement with the Oceano Community Services District (OCSD). Over one year ago, the council directed staff to work with the OCSD to craft an agreement for the purchase of water by Arroyo Grande. The agreement would be like the 5-year agreement between the entities’ going back to 2008. Staff is now seeking direction from the council, as to whether, or not, such an agreement with the OCSD is still” warranted in light of current and projected increase in water supply at Lopez Lake.” As of the Zone 3 meeting on January 19th, Lopez Lake was at 51.7% of capacity with over 25,000 acre-feet in storage. The recent series of “atmospheric rivers” and increased water elevation in the lake are inconsequential. In fact, “big dumps” and extended periods of drought are the hallmarks of climate change I respectfully submit, an agreement with he OCSD would further diversify the cities’ water portfolio. Moreover, at around $2,000 per acre foot, such a purchase also represents a good value.
