PC R 96-1569R�SOLUTION NO. 96-1569 A R�SOLUTION OT THE PLANNING COMMISSION OF TI-IE CI'I'Y OF ARROYO GItAND� PItOVIDING AN INTERPR�TATION OFTHEDEVELOPM�NT STANDARDS FOIt FLAG POL�S IN COMMERCIAL ZONES WI-IEREAS, the Development Code was adopted by the City Council on May 14, 1991, and became effective on June 13, 1991; and WH�REAS, Section 9-01.110 (G)(3) of tl�e Development Code provides the Planning Commission with lhe authority to clarify ambiguities in the Title; and WIIER�AS, Staff has received questions concerning the development standards for flag poles to be used for non-advertising purposes in commercial zones; and WII�R�AS, the Planning Commission, after due research and deliberation finds that: 1. 2. The inslallation of flag poles in the commercial zones may have impacts on public l�ealtl�, safety, or welfare. Developn�ent Code Section 9-03.060 establishes the plot plan review process lo certify the development will satisfy all applicable provisions contained in the Development Code. 3. Due to tl�e unique nature of flag poles, plot plan review is necessary to insure tl�e location of the flag pole and size of flag do not impact ptiblic safety or conflict with existing development. NOW, TfI�RErORE, BE IT RTSOLVED that the Planning Commission of the City of Arroyo Grande l�ereby makes the interpretation that the installation of a flag pole used for non-advertising purposes, in a commercial zone requires plot plan review and herein clarifies the development standards for flag poles as follows: 1. Flag poles in a commercial zone are subject to plot plan review and must meet the maximum height limit of primary structures established in Table 9-07.040(A) of the Development Code.
