TIIE CITY OF ARROYO GRANDE ADOPTING A N�GATIV� D�CLARATION, INSTRUCTING THE S�CItETARY 1'O TILE A NOTICI� OF DCT�RMINATION, AND APPROVING CONllI'I'IONAL US� P�RMIT CASE NO. 89-459, AMCNDM�NT #l., APPLII.0 TOR BY COASTAL CI�RISTIAN SCI A'1' 1220 rARROLL AV�NU� WHEREAS, the Planning Commission of lhe City of Arroyo Grande has considered Conditional Use Permit Case No. 89-459, Amendment #1, filed by Coastal Christian School, to add three modular buildings to serve as kindergarten and high school classrooms; and WIi�REAS, the Planning Commission has held a public hearing on this application in accordance with City Cocle; and WH�R�AS, the Planning Commission has found that this project is consistent with the General Plan and the environmental documents associated therewith; and WI�I�R�AS, the Planning Commission has reviewed the draft negative declaration under tlle provisions of the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the Arroyo Grande Rules and Procedures for Implementation to C�QA; and WITER�AS, the Planning Commission finds after due stiidy, deliberation aild public l�earing, llle following circumstances exist: Condit.ion�l Use Permit I'indings: 1. The proposed use is permitted within the subject district pursuant to the provisions of Section 9-03.050 of tl�e Development Code, and complies will� all applicable provisions of the Development Code, the goals and objectives of the Arroyo Grande General Plan, and the development policies and standards of the City. 2. The proposed use will not impair the integrity and character or the district in which it is to be establisl�ecl or located. , 3. The site is suitable for lhe type and intensity of use or development that is proposed. 4. There are adequate provisions for water, sanitation, and public ulilities and services to ensure the public health and safely. 5. The proposed use will not be detrirnental to the public health, safety, or welfare, or materially injurious to properties and improvements in the vicinity. The City of Arroyo Grande has prepared an initial study pursuant to Section 15063 oF the Guidelines of the California Environmental Quality Act (CEQA), for Conditional Use Permit Case No. 89-459, Amendment �/1. Based on the initial study, a negative declaration clrafted for review by tlie public and review and approval by the Planning Commission. 3. After holding a puUlic I�earing pursuant to State and City Codes, and considering tlie record as a wiiole tiie Planning Commission adopted the negative declaration and found that there is no substantial evidence of any significant adverse effect, either individually or cumulatively on wildlife resources as defined by Section 711.2 of the Fish and Game Code or on the habitat upon which the wildlife depends as a result of development of this project. NOW, TH�R�FORC, BC IT R�SOLVED that the Planning Commission of the City of Arroyo Grande hereby adopts a negative declaration, instructs the Secretary to file a Notice of Determination, and approves Condilional Use Permit Case No. 89-459, Amendment t/1 with the above findings and subject to the conditions as set forth in Attachment "A", attached hereto and incorpo.rated herein by lhis reference.
