CALIFORNIA �NVIRONMENTAL QUALITY ACT (CEQA),
AND THAT TI�� PLANNING COMMISSION I�IAS
R�VTEWED AND CONSIDERED THE INFORMATION
CONTAIN�D IN TI TINAL ENVIRONM�NTAL TMPACT

WH�REAS, the Planning Commission of tlie City of Arroyo Grande has prepared an
Environmental Impact Report (EIR) for the Grande Plaza; and
WII�RCAS, a Draft Environmental Impact Report (DEIR) has been prepared and
circulated for public review in accordance with CEQA and the State CEQA Guidelines, and the
City's Rules and Procedt�res for Imple►nentation of CEQA and the State CEQA Guidelines; and
WIIEREAS, the Planning Commission of the City of Arroyo Grande held duly noticed
public hearings on April 16, May 24, June 4, and June 20, 1996 ta consider the ll�IR and
FEIR, at which all interested persons were given the opportunity to be heard; and
WH�RTAS, a Final Environmental Impact Report (FEIR) relating to the Grande Plaza
and responding to the concerns raised during the review period and at lhe public hearings, has
been prepared wl�icl� incorporates written responses to comments received on tl�e Draft EIR in
accordance with CEQA and the City's C�QA Guidelines; and
WHER�AS, tl�e FEIR was reviewed and considered by tl�e Planning Commission at a
duly noticed public hearing on June 20, 1996; and •
WHEREAS, adverse environmental impacts are mitigated to the maximum extent feasible
by the mitigating measures described in lhe rinal Environmental Impact Report, and no
additional environmental review is required pursuant to Section 15162 of the State CEQA
Guidelines; anci
WHERLAS, the Planning Commission has reviewed and considered the information
contained in the Final Environmental Impact Report, the Planning Commission finds after due
study, deliberalio�l ailcl public hearings, the following circumstances exist:
Tin�l �nvironmental Im�act Report Tindings:
1. Tlie Draft and Final EIR have been prepared and circulated pursuant to the California
Environmental Quality Act (CEQA), the State CEQA Guidelines, and the City's Rules
and Procedtires for the Implemeiltation of CEQA and the State CEQA Guidelines.
2. Duly noticed public hearings were held by the Planning Commission of the City of
Arroyo Grande on April 16, May 24, June 4, and June 20, 1996, at which all interested
persons were given tl�e opportunity to be I�eard.

3. The Final EIR related to tl�e G� Plaza project reSponds to the concerns raised during
tl�e review period and at the public tiearings, and has been preparect pursuant to CEQA,

Tlie Planning Commission l�as reviewed and eonsid�red the information cbntained in tl�e
Final EIR for the Grande Plaza project.
Tl�e Plafining Commission hereby .recomrnends tlie City Council adopt Resolution 96- ,
certifying tl�e Final EIR, wl�ich is incorporated herein by this reference.
NOW, THERL�ORE, 13E IT RFSOLVLD by tl�e Planning Commission of the City of
Arroyo Grande as follows:
1. The Planning Comcnission recommends certification that the Fi�al EIIt }�as beert
prepared and completed in compliance with CEQA, the State CEQ1� Guidelines,
and the City's Rules and Procedures.
2. The Planning Commission hereby states that the information contained in the
Final EIR has been reviewed and considered by the members of the Flanning
Cotninission.
