PC R 96-1546RESOLUTION NO. 96-1546 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OI�' ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL PROVIDE AN INT�RPRETATION THAT TRACT GRADING IN RANCHO GRAND� TRACT 1834 INCLUDES INITIAL GRADING FOR PREPARATION OF HOUSE PADS AND THEREFORE, IS NOT SUBJ�CT TO TIIE DESIGN MANUAL STANDARDS W�IEREAS, the Development Code was adopted by the City Council on May 14, 1991, and became effective on June 13, 1991; and W�iEREAS, Sections 9-01.050 (B), 9-01.100, and 9-01.110 of the Development Code provide the Planning Commission with the authority to review ambiguities and make recommendations to the City Council; and WHEREAS, On April 30, 1991 the City Council adopted Resolution No. 2467 which approved Tentative Tract 1834 subject to conditions and mitigation measures; and WHEREAS, One of the goals of the conditions and mitigation measures was to limit grading and construct homes that blend into the natural environment; and WI Slietler Construction, Inc. submi[ted a request for interpretation of grading standards in accordance witli said approvals; and WI tl�e Planning Commission, after due researcll and deliberation finds that: 1. Approvals for Tract 1834 did not contemplate or prohibit construction of tract homes. 2. Development of tract l�omes requires concurrent grading for subdivision improvements and house pads. 3. The design manual standards do not apply to initial tract grading. 4. The design manual stanciards apply only to grading required as part of actual home construction after initial tract grading. 5. The intent of the tract approval requires sensitive design that respects and blends with the natural environment. NOW, THERI:FORE, BE IT R�SOLVED that the Planning Commission of the City of Arroyo Grande hereby recommends that tl�e City Council provide an interpretation that tract grading in Rancho Grande Tract 1834 includes initiai grading done for preparation of house pads and that such grading of house pads, while not subject to tlie design manual standards, must respect and blend witl� tl�e natural environment and conform to the design manual standards to the maximum extent feasible.
