ARC Minutes 2020-06-01ACTION MINUTES REGULAR MEETING OF THE ARCHITECTURAL REVIEW COMMITTEE MONDAY, JUNE 1, 2020 ARROYO GRANDE CITY HALL, 300 E. BRANCH STREET ARROYO GRANDE, CA In compliance with the State and County Shelter at Home Orders due to the coronavirus pandemic, and as allowed by the Governor's Executive Order N-29-20, which allows for a deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by teleconference. 1. CALL TO ORDER Chair Hoag called the Regular Architectural Review Committee meeting to order at 2:30 p.m. 2. ROLL CALL ARC Members: Chair Hoag, Vice Chair Bruce Berlin, Committee Members Lori Hall, and Kristin Juette were present. Committee Member Jon Couch was absent. City Staff Present: Assistant Planners Andrew Perez and Patrick Holub were present. 3. FLAG SALUTE Chair Hoag led the Flag Salute. 4. AGENDA REVIEW None. 5. CONSENT AGENDA Vice Chair Berlin made a motion, seconded by Committee Member Juette to approve the minutes of the May 18, 2020, Regular Meeting as submitted. The motion passed 3-0 on the following voice vote: AYES: Berlin, Juette, Hoag NOES: None ABSTAIN: Hall ABSENT: Couch 8. PROJECTS 8.a. CONSIDERATION OF ARCHITECTURAL REVIEW 20-005; EXTERIOR ALTERATIONS TO AN EXISTING COMMERCIAL BUILDING; LOCATION — 1277 EAST GRAND AVENUE; APPLICANT — BRYAN RIDLEY, BRACKET ARCHITECTURE OFFICE (Holub) Assistant Planner Holub presented the staff report, and provided some background about the property and the existing development on site. He also described the project, highlighting details about the architecture, color palette, and landscaping. Minutes: ARC PAGE 2 Monday, June 1, 2020 Bryan Ridley, project architect, spoke in favor of the project and explained that the new owner wants to update the aged building by improving the efficiency of the building and address accessibility constraints. He noted that the materials were chosen for both aesthetics and durability. The Committee spoke in support of the project and appreciated the repurposing of the dated building. The Committee appreciated that the design emphasized the best elements of the building, and the roof choice and apertures in the courtyard. The Committee was supportive of the materials, color palate and new landscaping proposed. Committee Member Juette made a motion, seconded by Committee Member Hall, to recommend approval of the project to the Community Development Director as submitted. CONSIDERATION OF ARCHITECTURAL REVIEW CONSIDERATION OF ARCHITECTURAL REVIEW 20-006; PROPOSED ADDITION AND EXTERIOR ALTERATIONS TO AN EXISTING SINGLE FAMILY RESIDENCE; LOCATION — 105 POOLE STREET; APPLICANT — DEREK RICHARDSON; REPRESENTATIVE — JENNIFER MARTIN, JENNIFER MARTIN ARCHITECTURE AND DESIGN (Perez) Assistant Planner Perez presented the staff report, including property details, the scope of the alterations proposed, and details about the proposed addition. He also described how the design accomplishes objectives in the Design Guidelines and Standards for the Historic Character Overlay District. Jennifer Martin, project representative, and Derek Richardson, property owner, spoke in favor of the project and explained the rationale for the design decisions, including the decision to stick with the Colonial style architecture. They explained how the window choices will meet the intent of the Design Guidelines, especially with the addition of shutters. The Committee spoke in favor of the project, specifically finding the dark, aluminum windows to be appropriate. The Committee was supportive of the colors and materials and appreciated that the project will rehabilitate a dilapidated building. The Committee found the massing to be appropriate and appreciated the change to a side loaded garage. Vice Chair Berlin made a motion, seconded by Committee Member Hall, to recommend approval of the project to the Community Development Director as submitted, noting that the Committee examined the aluminum windows and found them appropriate for the application.
