REGULAR MEETING OF THE ARCHITECTURAL REVIEW COMMITTEE
MONDAY, JULY 20, 2020
ARROYO GRANDE CITY HALL, 300 E. BRANCH STREET
ARROYO GRANDE, CA
In compliance with the State and County Shelter at Home Orders due to the coronavirus
pandemic, and as allowed by the Governor's Executive Order N-29-20, which allows for a
deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by
teleconference.
1. CALL TO ORDER
Chair Hoag called the Regular Architectural Review Committee meeting to order at 2:30 p.m.
2. ROLL CALL
ARC Members: Chair Hoag, Committee Members Jon Couch and Lori Hall were present.
Vice Chair Bruce Berlin,and Committee Member Kristin Juette were absent.
City Staff Present: Associate Planner Andrew Perez, and Assistant Planner Patrick Holub
were present.

Chair Hoag led the Flag Salute.

7. CONSENT AGENDA
The Commlittee continued the Minutes from the July 6th Regular Meeting to the next meeting in
order to allow1gr'a,quorum of 'Committee Members present at that meeting.
8. PROJECTS
8.a. CONSIDERATION OF ADMINISTRATIVE SIGN PERMIT 20-009; ONE NEW WALL SIGN
AND ONE NEW GROUND SIGN FOR A NEW BUSINESS; LOCATION —139 TRAFFIC WAY;
APPLICANT — J.B. AUTOO,REPRESENTATIVE — ROBIN McDONALD, "ILA SIGN AND
DESIGN (Perez)
Associate Planner Perez presented the staff report, and described the project location, it's location
in the Historic Overlay District and provided a brief history about the project site. He described
the details about the signage area, location, style, and color palette. He also explained how the
signage meets the intent of the Design Guidelines for the Historic Character Overlay District.
Project representative, Robin McDonald, spoke in favor of the project and went into further detail
about how the signage would be produced and applied to their respective locations. She also
explained the intent to create signage that was reminiscent of the original signage from the 1950s.

The Committee spoke in support of the project and appreciated the design and style of the
proposed signs. The Committee found the style appropriate for both the use and the location of
the business within the Village.
Committee Member Couch made a motion, seconded by Committee Member Hall, to recommend
approval of the project to the Community Development Director as submitted.
The motion passed 3-0 on the following voice vote:
AYES: Couch, Hall, Hoag

9. DISCUSSION ITEMS
9.a. REVIEW OF COLOR SCHEME ASSOCIATED WITH ARCHITECTURAL REVIEW 20-003;
LOCATION — 1040 E. GRAND AVENUE; -APPLICANT — DR. BRETT GARRETT;
REPRESENTATIVE — MICHAEL DAMMEYER,-STEVEN PUGLISI ARCHITECTS (Perez)
Associate Planner Perez presented the staff -report, briefly discussed, the Committee's previous
review of the project and the motivation for the,revised color palette.
Project representative Michael Dammeyer spoke in support of the project, .explaining that the
change to the color palette was proposed to make the colors of the building consistent with the
existing colors and branding of the orthodontist's office. He explained how the colors are
compatible with the building on the neighboring property.
The Committee spoke in support of the project with an understanding of the importance of
branding of a business, of which colors are a big part. The Committee found the change in colors
appropriate, and are a great improvement over the existing conditions.
Committee Member Hall made a motion, seconded by Committee Member Couch, to recommend
approval of the color change to the Community Development Director as submitted.
The motion passed 3-0 on the following voice vote:
AYES: Couch, Hall, Hoag

ABSENT: Berlin, Juette
10. COMMITTEE COMMUNICATIONS
Committee Member Couch apologized for his absence from the prior two Committee meetings.
Chair Hoag congratulated Associate Planner Perez on his recent promotion from Assistant
Planner.
11. STAFF COMMUNICATIONS
Associate Planner Perez announced that the City is reviewing and permitting outdoor dining
application that are being operated by restaurants in response to the recent closure of indoor
dining due to the COVID-19 pandemic.
12. ADJOURNMENT
The meeting adjourned at 3:10 p.m.to a regular meeting on August 3, 2020 at 2:30 p.m.
