REGULAR MEETING OF THE ARCHITECTURAL REVIEW COMMITTEE
MONDAY, SEPTEMBER 21, 2020

In compliance with the State and County Shelter at Home Orders due to the coronavirus
pandemic, and as allowed by the Governor's Executive Order N-29-20, which allows for a
deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by
teleconference.
1. CALL TO ORDER
Chair Hoag called the Regular Architectural Review Committee meeting to order at 2:30 p.m.
2. ROLL CALL
ARC Members: Chair Hoag, Vice Chair Bruce Berlin, Committee Members Jon Couch
Kristin Juette, and Lori Hall were present.
City Staff Present: Associate Planner Andrew Perez, and Assistant Planner Patrick Holub
were present.
3. FLAG SALUTE
Chair Hoag led the Flag Salute.

7. CONSENT AGENDA
Committee Member Couch made a motion, seconded by Committee Member Hall to approve the
minutes of the July 20, 2020, Regular Meeting as submitted. The motion passed 3-0 on the
following voice vote:
AYES: Couch, Hall, Hoag

8. PROJECTS
8.a. CONSIDERATION OF ADMINISTRATIVE SIGN PERMIT 20-012; ONE NEW WALL SIGN
AND ONE NEW PROJECTING SIGN FOR A NEW BUSINESS; LOCATION — 522 PAULDING
CIRCLE, SUITE A; APPLICANT — RITUAL SKIN AND BODY CARE; REPRESENTATIVE —
LINDA RUBERTO (Perez)
Associate Planner Perez presented the staff report, described the project location, and the
permitting history of the use. He described the details about the signage area, location, style, and
color palette. He also explained how the signage meets the intent of the Design Guidelines for
the Historic Character Overlay District.

The Committee spoke in support of the project and appreciated the design, material choice, and
style of the proposed signs. The Committee found the style and colors compatible with the
building's architecture. The Committee appreciated the scale of the signage relative to the building
and the wayfinding aspect to the proposal.
Vice Chair Berlin made a motion, seconded by Committee Member Couch, to recommend
approval of the project to the Community Development Director as submitted.
The motion passed 5-0 on the following voice vote:

8.b. CONSIDERATION OF PLOT PLAN REVIEW 20-019; EXPANSION OF AN EXISTING
OUTDOOR DINING AREA; LOCATION —104 BRIDGE STREET; APPLICANT — MIKE DENNIS,
KLONDIKE PIZZA (Holub)
Assistant Planner Holub presented the staff report and explained the applicant's desire to expand
patio in reaction to the COVID-19 pandemic. He explained that due to restrictions associated with
the pandemic, the applicant expanded the outdoor dining area prior to review by the Architectural
Review Committee to keep the business viable. Assistant Planner Holub explained that although
the patio expansion eliminates three existing parking spaces, three parking spaces will be added
to the parking lot resulting in no net loss in parking spaces.
Mike Dennis, business owner and applicant, spoke in support of the project and reiterated to the
Committee that the expansion of the patio is a necessary improvement to keep the business afloat
during the pandemic.
The Committee understood the need to expand the patio, given the indoor dining restrictions and
the location of the business on the ground floor, below the street level. The Committee
appreciated the consistency in materials and design of the patio expansion, despite being built
prior to review by the Committee.
Vice Chair Berlin made a motion, seconded by Committee Member Juette, to recommend
approval of the project to the Community Development Director as submitted:

11. STAFF COMMUNICATIONS
Associate Planner Perez announced that the public review draft of the Housing Element is
available on the City's website.
Associate Planner Perez informed the Committee that at the September 8, 2020 City Council
meeting, Community Development Director Whitney McDonald was appointed as City Manager,
and a recruitment for the new Community Development Director will be opened in the near future.
