REGULAR MEETING OF THE ARCHITECTURAL REVIEW COMMITTEE
MONDAY, NOVEMBER 16, 2020

In compliance with the State and County Shelter at Home Orders due to the coronavirus
pandemic, and as allowed by the Governor's Executive Order N-29-20, which allows for a
deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by
teleconference.
1. CALL TO ORDER
Chair Hoag called the Regular Architectural Review Committee meeting to order at 2:30 p.m.
2. ROLL CALL
ARC Members: Chair Hoag, Vice Chair Bruce Berlin, Committee Members Jon Couch
Kristin Juette, and Lori Hall were present.
City Staff Present: Associate Planner Andrew Perez, and Assistant Planner Patrick Holub
were present.

Chair Hoag led the Flag Salute.

7. CONSENT AGENDA
7.a. Vice Chair Berlin made a motion, seconded by Committee Member Hall to approve the
minutes of the July 6, 2020, Regular Meeting as submitted. The motion passed 3-0 on the
following voice vote:
AYES: Berlin, Hall, Hoag
NOES: None
ABSTAIN: Couch, Juette
7.b. Committee Member Couch made a motion, seconded by Vice Chair Berlin to approve the
minutes of the September 21, 2020, Regular Meeting as submitted. The motion passed 5-0 on
the following voice vote:

8. PROJECTS
8.a. CONSIDERATION OF ARCHITECTURAL REVIEW 20-010; CONSTRUCTION OF A NEW
3,186 SQUARE -FOOT SINGLE FAMILY RESIDENCE, 930 SQUARE -FOOT GARAGE, AND
A 1,200 SQUARE -FOOT ACCESSORY DWELLING UNIT; LOCATION — 849 CASTILLO DEL
MAR; APPLICANT —JEREMY AND LISA KURTH; REPRESENTATIVE — JENNIFER MARTIN,
JENNIFER MARTIN ARCHITECTURE & DESIGN (Perez)
Associate Planner Perez presented the staff report, described the project location, and proposed
project. He described the architectural details, materials, and colors proposed and how it relates
to the design guidelines for the Heights at Vista Del Mar subdivision. He also described the
proposed landscaping and how it complies with the design guidelines and the State water
efficiency ordinance.
Jennifer Martin, project architect, and Lisa Kurth, property owner, spoke in support of the project.
Ms. Martin explained the design process and the landscape choices, including the proposed
removal of an oak tree on the site.
The Committee spoke in support of the project and appreciated the design, material and color
choices proposed. The Committee found the massing and style compatible with the
neighborhood. The Committee appreciated the project's compliance with the design guidelines
and the robust landscape plan proposed.
Vice Chair Berlin made a motion, seconded by Committee Member Juette, to recommend
approval of the project to the Community Development Director as submitted.
The motion passed 5-0 on the following voice vote:

8.b. CONSIDERATION OF ARCHITECTURAL REVIEW 20-005; EXTERIOR ALTERATIONS
TO AN EXISTING COMMERCIAL BUILDING AND NEW SIGNAGE; LOCATION — 126-A E.
BRANCH STREET; APPLICANT — JAY BOND, BOND REAL ESTATE GROUP (Holub)
Assistant Planner Holub presented the staff report and described the existing conditions and the
changes that are proposed. He also described the project including the materials and colors
proposed for the signage. He also explained how the project relates to the Village design
guidelines.
Jay Bond, project applicant, spoke in support of the project and answered questions about project
details. He clarified that the fagade is proposed as a brick veneer, the sign material will be a
brushed stainless steel, and the LED lighting will be concealed behind the sign to prevent light
trespass.
The Committee was supportive of the business establishing itself in the Village, however it
expressed concern that faux brick veneer facade would not be compatible with the adjacent
buildings that utilize real brick. There is also concern that the proposed LED lighting for the sign
would be too stark and out of character for the Village. The Committee was concerned that the
design was too modern and did not comply with the design guidelines, however with minor
changes the project would be a good fit. Those revisions were incorporated as conditions in the
motion.
Vice Chair Berlin made a motion, seconded by Committee Member Juette, to recommend
approval of the project to the Community Development Director with the following conditions:

1. The fagade shall be, in order of preference, real brick, authentic thin brick veneer, or
brick veneer that is compatible with the neighboring structures.
2. The storefront shall be painted a muted or dark color rather than the brushed brass
color
3. The sign shall use LED lighting that is concealed and able to be dimmed.

11. STAFF COMMUNICATIONS
Associate Planner Perez informed the Committee that staff presented pre -applications to City
Council for a hotel project at 727 EI Camino Real, and an affordable housing project at 700 Oak
Park Blvd.
Associate Planner Perez informed the Committee that recruitment for the Engineering Technician
and Community Development Director positions is underway.
12. ADJOURNMENT
The meeting adjourned at 3:53 p.m.to a regular meeting on December 7, 2020 at 2:30 p.m.
