REGULAR MEETING OF THE ARCHITECTURAL REVIEW COMMITTEE
MONDAY, DECEMBER 7, 2020

In compliance with the State and County Shelter at Home Orders due to the coronavirus
pandemic, and as allowed by the Governor's Executive Order N-29-20, which allows for a
deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by
teleconference.
1. CALL TO ORDER
Chair Hoag called the Regular Architectural Review Committee meeting to order at 2:30 p.m.
2. ROLL CALL
ARC Members: Chair Hoag, Vice Chair Bruce Berlin, Committee Members Jon Couch, and
Lori Hall were present. Committee Member Kristin Juette was absent.
City Staff Present: Associate Planner Andrew Perez, and Assistant Planner Patrick Holub
were present.

Chair Hoag led the Flag Salute.

7.a. Vice Chair Berlin made a motion, seconded by Committee Member Hall to approve the
minutes of the July 6, 2020, Regular Meeting as submitted. The motion passed 3-0 on the
following voice vote:
AYES: Berlin, Hall, Hoag
NOES: None
ABSTAIN: Couch, Juette
7.b. Committee Member Couch made a motion, seconded by Committee Member Hall to approve
the minutes of the November 16, 2020, Regular Meeting as submitted. The motion passed 4-0 on
the following voice vote:
AYES: Couch, Hall, Berlin, Hoag
NOES: None

8. PROJECTS
8.a. CONSIDERATION OF ADMINISTRATIVE SIGN PERMIT 20-017; ONE (1) NEW WALL
SIGN FOR A NEW BUSINESS; LOCATION — 526 PAULDING CIRCLE; APPLICANT
JOHNKYLE TRAHEY, SIGNCRAFT (Perez)
Associate Planner Perez presented the staff report, described the project location, and the
proposed signage. He clarified that the smaller sign near the business entrance is considered an
incidental sign because it serves as wayfinding for the mixed-use development. He explained how
the signage complies with the Village Design Guidelines for signs in the Historic Character
Overlay District.
JohnKyle Trahey, project representative, spoke in support of the project, outlined the main
changes from the existing signage, and explained how the change is to reflect new management
at the insurance office.
The Committee spoke in support of the project and appreciated the consistency with the Design
Guidelines. The Committee found the size and location appropriate for the location and
compatible with the building.
Vice Chair Berlin made a motion, seconded by Committee Member Couch, to recommend
approval of the project to the Community Development Director as submitted.
The motion passed 4-0 on the following voice vote:
AYES: Berlin, Couch, Hall, Hoag
NOES: None
ABSENT: Juette
