ARC Minutes 2021-06-21ACTION MINUTES REGULAR MEETING OF THE ARCHITECTURAL REVIEW COMMITTEE MONDAY, JUNE 21, 2021 ARROYO GRANDE CITY HALL, 300 E. BRANCH STREET ARROYO GRANDE, CA In compliance with the State and County Shelter at Home Orders due to the coronavirus pandemic, and as allowed by the Governor's Executive Order N-29-20, which allows for a deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by teleconference. 1. CALL TO ORDER Vice Chair Berlin called the Regular Architectural Review Committee meeting to order at 2:30 p.m. 2. ROLL CALL ARC Members: Vice Chair Bruce Berlin and Committee Member Kristin Juette and Lori Hall were present. Chair Hoag and Committee Members Jon Couch were absent. City Staff Present: Community Development Director Brian Pedrotti, Associate Planner Andrew Perez, and Assistant Planner Patrick Holub were present. 3. FLAG SALUTE Vice Chair Berlin led the Flag Salute. 4. AGENDA REVIEW None. 5. COMMUNITY COMMENTS AND SUGGESTIONS None. 6. WRITTEN COMMUNICATIONS None. 7. CONSENT AGENDA 7. a. This item was continued to the next Regular Meeting due to a lack of quorum of Committee Members in attendance at the April 5, 2021 Regular Meeting. 8. PROJECTS 8.a CONSIDERATION OF ARCHITECTURAL REVIEW 21-004; CONSTRUCTION OF A NEW 3,181 SQUARE -FOOT SINGLE FAMILY RESIDENCE AND 838 SQUARE -FOOT GARAGE; LOCATION — 308 RODEO COURT; APPLICANT — JON & JAMEY STAMETS; REPRESENTATIVE — KEVIN HUNSTAD (Perez) Associate Planner Perez presented the staff report, and provided information about the Rodeo Court subdivision, development standards, and Design Guidelines. He described the proposed project including details about the size of the structure, colors, materials, and landscaping. He explained how the project proposed to comply with the Design Guidelines. Kevin Hunstad, project representative, and Jamey Stamets, property owner, spoke in support of the project. Minutes: ARC PAGE 2 Monday, June 21, 2021 The Committee spoke in support of the architectural style, color palette and landscaping. The Committee appreciated the detail and articulation on all four elevations. The Committee found the use of metal roofing material as an accent material on the two window awnings appropriate. Committee Member Juette, seconded by Committee Member Hall made a motion to recommend approval of the project as submitted. The motion passed 3-0 on the following voice vote: AYES: Juette, Hall, Berlin NOES: None ABSENT: Couch, Hoag 9. DISCUSSION ITEMS 9.a. APPOINTMENT TO THE TRAFFIC WAY BRIDGE STAKEHOLDER GROUP Associate Planner Perez explained the purpose of the stakeholder group and the estimated time commitment required to participate. Vice Chair Berlin opened the discussion amongst the Committee. Vice Chair Berlin volunteered as the ARC representative and the Committee confirmed his appointment. Chair Hoag will serve as an alternate. 10. COMMITTEE COMMUNICATIONS Committee Member Hall inquired about the permitting status of signs previously reviewed by the Committee. The Committee inquired about their purview with regards to the interpretation of the Design Guidelines and Standards for the Historic Character Overlay District. Associate Planner Perez notified the Committee that their input regarding various aspects of the Design Guidelines will be brought forward as an agenda item in the near future. 11. STAFF COMMUNICATIONS Associate Planner Perez introduced new Community Development Director, Brian Pedrotti, to the Committee. Associate Planner Perez announced that the Planning Commission approved the conditional use permit for the HASLO project at 700 Oak Park Blvd, noting that some aspects of the project were revised in response to comments from the Committee. Associate Planner Perez announced that the regular meeting scheduled for July 5, 2021 will be cancelled in observance of the July 4th holiday. 12.
