MEETING OF THE PLANNING COMMISSION
TUESDAY, MARCH 7, 2017

1. CALL TO ORDER
Chair George called the Planning Commission meeting to order at 6:00 p.m.
2. ROLL CALL
Planning Commission: Commissioners John Mack, Glenn Martin, Frank Schiro, and Lan
George were present. Commissioner Terry Fowler-Payne was
absent.
Staff Present: Community Development Director Teresa McClish, Planning
Manager Matt Downing, and Secretary Debbie Weichinger were
present.

Chair George led the flag salute.

7.a. Consideration of Approval of Minutes
Recommended Action: Approve the minutes of the Planning Commission Meeting of
February 21, 2017 as submitted.
Action: Commissioner Mack moved to approve the minutes of the Planning Commission
Meeting of February 21, 2017. Commissioner Schiro seconded, and the motion passed on a
unanimous voice vote.

9. NON-PUBLIC HEARING ITEM
9.a. CONSIDERATION OF GENERAL PLAN ANNUAL REPORT
Planning Manager Downing presented the staff report recommending the Planning Commission
receive and file the 2016 General Plan Annual Report for the final acceptance by the City
Council. Mr. Downing and Community Development Director McClish responded to
Commission questions.

It was the consensus of the Commission that the 2016 General Plan Annual Report be received
and file for final acceptance by the City Council.
10. NOTICE OF ADMINISTRATIVE DECISIONS SINCE FEBRUARY 21, 2017
This is a notice of administrative decision for Minor Use Permits, including any approvals,
denials or referrals by the Community Development Director. An administrative decision must
be appealed or called up for review by the Planning Commission by a majority vote.

11. COMMISSION COMMUNICATIONS
The Commissioners thanked the City Council for funding the “Planning Commissioners
Academy” and shared their experience with staff.
Commissioner Fowler-Payne arrived at 6:25 pm.
Commissioner Mack stated that he believed the speaker at the last Commission meeting
regarding crosswalks has a valid point. Commissioner Mack stated there are no crosswalks or
striping on Oak Park Boulevard and suggested a crosswalk at Brighton. Mr. Mack asked if
there is a way to make a recommendation to the City Council to discuss Camp Arroyo as the
sale fell through.
In response to Commissioner Martin, Director McClish said staff will follow up on how the two
Cities can cooperate on maintenance of a road that is located in both jurisdictions. Director
McClish said the Council and City is happy the Commission took the opportunity to attend the
Academy.
12. STAFF COMMUNICATIONS
Director McClish said there will be a Halcyon Road Complete Streets Plan meeting on April 12
and 13, 2017 from 5:30 pm to 8:00 pm, at Harloe School.
13. ADJOURNMENT
The meeting adjourned at 6:44 p.m.
