Branch Street Arroyo Grande, CA 93420 SEP 05 2017 COMMUNITY DEVELOPMENT CITY OF ARROYO GRANDE RE: Pre -Application No. 17001 / Restaurant & Billiard Hall, 398 Sunrise Terrace Dear Planning Commission Members: just last week it came to our attention that a development project was in the works to establish a restaurant and billiard hall adjacent to the entrance of our senior resident - owned community. Due to immediate and considerable anxiety among our residents I called for a meeting of our Board of Directors on August 31, 2017. One of our directors, Mike Harrod, who spent his career in city planning in the City of Riverside, CA, provided us with information regarding the process of changing the current zoning to make this project possible. After discussing the impact of this proposed restaurant at this location the STMOA Board of Directors unanimously agreed that there are significant concerns that will adversely affect our community. These include: • Noise emanating from the activities that are being planned and promoted: Our quiet community will be negatively affected on a regular basis. • Traffic congestion on our community owned street, Sunrise Terrace, and Valley Road: There is no room for a dedicated left turn lane off of Valley Road onto the restaurant property. This will result in a significant increase in the use of Sunrise Terrace to access and leave the restaurant. Congestion will block access and egress from our community for residents and emergency vehicles. We are also concerned that there may be an increase in non-residents tailgating into our gate community with a possible compromise in security. • The increased traffic on Valley Road and Sunrise Terrace will pose a danger to anyone who uses Valley Road, which is not a major road, and a particular danger to our many senior drivers. At certain times of the day Valley Road is already a crowded roadway. When the high school is in session the intersection of Valley Road and Fair Oaks is particularly chaotic, and student access to the restaurant during lunch periods will bring additional traffic to Sunrise Terrace. • The proposed hours of operation extending into the morning hours on weekends and the fact that alcoholic beverages will be served lead to the probability that drunkenness will result in accidents and potential loss of life on Valley Road. I realize that the role of the Planning Commission at the scheduled meeting on Sept S, 2017, is to discuss this project with the applicant and provide advice. Some of our concerns have already been noted in the MEMORANDUM from the Planning Technician, Sam Anderson. While this may lead to an assumption that this proposal is still in the beginning stages, the fact that there is a comprehensive web site already on-line promoting this business at this location leads to concerns that it is already well along in becoming a reality. This is not just a drop-in eating establishment. The owner has plans to attract community gatherings and to make it a significant destination for billiards and darts league play. We already have a business adjoining us, the Victorian, which hosts events that adversely affect the tranquility of our community. This additional business will multiply that many times. For all the reasons described in this letter the STMOA Board of Directors urges you to advise the applicant to seek another location for this proposed business. Branch Street Arroyo Grande, CA 93420 RE: Pre -Application No. 17001 / Restaurant & Billiard Hall, 398 Sunrise Terrace Dear Planning Commission Members: My name is Brad Wilbert, and I am a resident of Sunrise Terrace - the Sr. retirement community adjacent to the proposed restaurant and billiard hall. Thank you for the work you do as a Planning Commission, and thank you for allowing me the opportunity to address you regarding this project that is of critical concern to my fellow residents at Sunrise Terrace. We are a community of approximately 450 people who have taken great pride in developing and maintaining our property and facilities in such as manner as to have earned us the reputation of being the premier resident owned senior community on the central coast. We have always had a positive working relationship with the City of Arroyo Grande and our adjoining neighbors at the Victorian House and Rabobank. It is our desire to continue to be good neighbors with whatever business may succeed Rabobank. And, we recognize that the Commission has a duty to help promote economic development in the community. However, as a senior community we feel that the proposed restaurant and billiard hall is not only inconsistent with the permitted uses allowed under the Office Mixed Use (OMU) Zoning District, but also it would also adversely affect the Sunrise Terrace community and contribute to the deterioration of the very favorable environmental conditions that presently exist in the area. As a senior community we have several reasons why we are strongly opposed to the proposed restaurant and billiard hall, and the following are but just a few: The primary purpose of the Office Mixed Use Zoning District is to provide for areas for the establishment of corporate, administrative, and medical offices and facilities, commercial services that are required to support major business medical development, and multi -family housing. The proposed restaurant and billiard hall is far outside the stated purpose of the Office Mixed Use Zoning District and not at all consistent with the needs of the neighborhood. • It has been suggested that the proposed restaurant and billiard hall "would provide a dining and recreational use near a senior community where transportation capabilities of the residents may be limited." Believe me, we are not lacking for recreational outlets as we have our own pool tables, swimming pool, golf course, tennis courts, pickle ball courts and other amenities used daily by our active seniors. And on any given day our residents travel to and dine at all of the local restaurants. We don't need another one with 22 pool tables, a golf simulator, and darts on our doorstep. • While there is no mention of alcohol being served at the proposed "full service restaurant" I find it hard to believe that such licensing is not a part of the mix, particularly since the application also asks for exception from the Municipal code so that they may remain open until 1:00 or 2:00 a.m. for those late night pool tournaments on 22 pool tables. At that point the venue would be more appropriately designated as a "Sports Bar." As a senior community we at Sunrise Terrace close all of our facilities at 9:00 p.m. and we have rules in place to require quiet time thereafter. The e presence of a sports bar at our doorstep replete with predictable drunkenness, fighting urinating in the street loud music and loud voices from those who take their cigarette and marijuana smoking outside will all become a maior disruption to the peace and harmony of our long established senior community. • Increased traffic in the area, the noise from vehicles starting and Stopping Late intothe night, and the predicable drunk driving accidents occurring on the oorl lit stretch of Valley Blvd near a dangerous S-curve also contribute to our concerns about allowing this otherwise unpermitted use of the subiec_ tDropertv.. • Taken together, these and other concerns shared by my fellow Sunrise Terrace residents will surely lead to a reduction in home values that we have worked so hard to maintain and improve by investing in the growth and development of our own facilities. We fully appreciate the role your Commission plays in seeking ways to stimulate economic development, and we realize that the proposed restaurant and pool hall is a unique business venture that may be very well received in the broader community. But, for all the reasons stated, and more, we do not believe it is a good fit for our neighborhood and we would urge the Commission to work with the applicant to find another location to open their venue. Branch St. Arroyo Grande, CA 93420 Michael Harrod Glenoak Drive Arroyo Grande, CA 93420 RE: Pre -Application No. 17-001 to establish a new restaurant and billiard hall at 398 Sunrise Terrace proposed by David and Linda Del Dear Planning Commission: As a resident of Sunrise Terrace Mobilehome Park, I strongly object to the proposed restaurant and billiard hall at the entrance to our peaceful senior community. Although the proposed changes to the Arroyo Grande Municipal Code would clear the way for such an entitlement, this use will always be incompatible with the existing neighborhood. It forces a square peg into a round hole. The previous office use created zero headaches for Sunrise Terrace Mobilehome Park. How could it? Unlike the proposed use, the office kept daytime business hours. 'Traffic using the access easement granted to the site by the Park was limited to employees and occasional deliveries. It was an appropriate and well thought out use for this sensitive site. In contrast, the proposed sports bar seeks to operate on Sunday through Thursday from 10:00 am to 1:00 am and on Friday and Saturday from 10:00 am to 2:00 am. Traffic will not be limited to daylight hours, and in addition to playing pool, many patrons will be drinking alcohol. Valley Road is poorly lit and difficult to navigate at night. Mixing this with alcohol consumption is a potential tragedy waiting to happen. The City Council, the Planning Commission, City Staff, and most importantly the residents of Arroyo Grande have spent precious time and public money establishing a general plan and zoning district that works for this site. The City and its residents have done an excellent job planning its work. Now the City must work its plan. Rather than create constant headaches for itself and those of us who will have to live with a sports bar at this location, there is much the City can do to help the property owner find a suitable buyer for the site, and help the applicant establish a successful business. The Traffic Way Mix Use District and the Highway Mixed Use District already allow a "Commercial Recreation or Sports Facility - Indoor" with a Minor Use Permit. These areas would be better suited to the applicant's needs and less expensive to process. The economic development specialists at the City could find the applicant a suitable site in the Districts mentioned above. Once a suitable site is located, perhaps the City could fast-track the pennitting. The economic development specialists could also assist the existing property owner at 398 Sunrise Terrace find a buyer who wants to establish a use consistent with the Office Mixed Use District and compatible with the existing uses in the area. This would be a win-win for the property owner, the applicant, and the residents of Sunrise Terrace Mobilehome Park. Thank you for your consideration. As you know, Mobile Home Parks are not necessarily a complement to any City. Sunrise Terrace, however, is considered to be one of the finest mobile home parks in the entire state of California. We, as residents, all 55 years of age and older, take great pride in creating an environment of beauty, safety, and enjoyable activities. Recently, we became aware that the building on the corner of Valley and Sunrise Terrace Roads has been purchased, with intent of making it a pool hall, I can only assume that such a place would also ask for a liquor license, and may even allow music and dancing. I personally have nothing against any of those activities. I, however, do suspect that loud music, over -assumption of alcohol, disorderly conduct and even drunken behavior could occur in and around the hall. As a resident of an existing quiet, safe, orderly neighborhood, I wish to express my desire to not change the area in a way that could potentially be damaging and harmful. There is also a high school within less than a mile of distance that should be considered. Thank you for your thoughtful and studied approach to this matter. Respectfully, 1 _.. Great project for the right place but 398 Sunrise Terrace is NOT the right place. This proposed site is at the entrance to Sunrise Terrace Community and would create many problems for our Community. We are a sensitive area, and have 300 homes, for Seniors 55 year old and older. In addition to this area the Arroyo Grande High School is located just down the street and this project would create a negative impact on both. If you have any questions about the list of negatives please call us Awl swum or cellsAmoftlim or The list of negatives is too long to even begin to numerate! We recommend another location, for this project. Great idea for the right place, 398 Sunrise Terrace is the wrong location!
