WHEREAS, the Development Code was adopted 6y the City Council on May 14, 1991,
and became effective on June 13, 1991; and
WHER�AS, Section 9-01.110 (G)(3) of the llevelopment Code �rovides the Planning
Commission with tl�e authority to clarify ambiguities in the Title; and
WHEREAS, Development Code Table 9-OC.040-A lists uses permitted in residential
zones; and
WHERCAS, Table 9-06.040-A allows tl�e Planning Commission to determine tl�at a
proposed use is similar to, and no more objectionable than the uses identified in the table; and
WHEREAS, The Planning Commission has received a request from Central
Developmental Services for interpretation of wl�ether an educational/vocational training center
for developmentally disabled adults as outlined in Fxhibit "A" can be operated in the MF zone;
and
WHEREAS, The applicant has ftirther requested that the Planning Commission provide
an interpretation of whether the proposed use could replace the existing use (a church) without
being required to go through the conditional use permit procedure; and
WH�R�AS, the Planning Commission, after due research and deliberation finds that:
1. Tlie proposed use, is similar to otl�er public/quasi-public uses permitted in t11e MF
zone;
2. The proposed use is no more objectionable than the uses identified in Table 9-
06.040-A;
3. Tl�e proposed use is similar in cl�aracter to tl�e previous use of tl�e site wliicl� was
a church;
4. The proposed use is less intensive than the previous use of the site,
5. The proposeci use will not have any environmental impacts; and
6. The applicant is a State/Federally funded organization.

NOW, THEREFORE, BE IT R.rSOLVED that ttie Planning Commission of tt�e City
of Arroyo Grande hereby makes the interpretation that an educational/vocational training center
for developmentally disabled adults as outlined in Exi�il�it "A" is a permitted use in tl�e MF zone
subject to issuance of a Conditional Use Permit and because of the past use of the property at
250 Spruce Street as a cl�urcll, and because of tf�e intensity of use tl�at is proposed in Exhibit
"A", a conditional use permit is not required for said use at said location, however, should tl�e
intensity of use expand beyond that indicated in Exhibit "A" the applicant shall, prior to said
expansion, request further interpretation by the Planning Commission of whether a conditional
use permit is required for said expansion.
On motion of Commissioner Soto, seconded by Commissioner Tappan, and by the
following roll call vote, to wit:

Subj: Request for an Interpretation by the Planning
Commission tor the use of the church located on Spruce
Street.
Dear Scott:
Please consider this letter my formal request to have the
Planning Commission interpret the use of the Spruce street
, church ( previously used as the Jehovah's Witness church
site) as it is being considered for use by Central
Developmental Services. Specifically, we would like the
commission to review the use classification and to determine
if the intended use by us constitutes a deviation from the
current use permit.
Below is a summary of intended use by CDS and also a summary
of current use. This information is furnished to us by a
member of the church who represents the church in this
matter.
Current use:
Week days of use: seven days per week
Time of use: all hours, including early morning and evening
meetings which serve four different
congregations of the church
Occupancy: Approximately 200+
Transportation: Approximately 50-60 cars during peaks with
an average meeting traffic of approximately
15+ automobiles
Requested use:
Week days of use: Monday-Friday only, excludes holidays and
the week of Christmas

requested use continued:
Time oF use: Between the hours of 9:30am and 3:OOpm
Transportation impact: occupants will arrive in 2-3 vans
which will take them on and off the site. There will be
approximately 4 cars on the property as a result of
staff cars.
Occupancy impact: a maximum number of 45 adults .
45 adults are requested to occupy the property at the times
as outlined above. There would be a substantial decrease in
the number of occupants, the flow of traffic, the total
hours of use and the times of use. We would be servinq the
community disabled and would be providing a desperately
needed service.
We will be present �or the January 18th meeting and look
forward to further discussing the nature of our service and
the benefits to the neighborhood and community.
