PC R 93-14321ZTSOLUTION NO. 93-1432 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMM�NDING THAT THE CITY COUNCIL CERTIFY THAT THE ENVIRONMENTAL IMPACT REPORT AS AMENDED TOR THE HALCYON HILLS SUBDIVISION WITH THE PREVIOUS ADDENDI, AND THE ADDLNDUM FOR THE GRACE BIBLE CHURCH PROJ�CT HAS BEEN PREPARED IN COMPLIANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT AND CERTIFYING THAT THE CITY COUNCIL HAS REVIEWED AND CONSIDERED THE INFORMATION CONTAINED IN THE FINAL ENVIRONMCNTAL IMPACT REPORT; PD REZONE NO. 93-226 (GRACE BIBLE CHURCH) AND INSTRUCTING THE CITY CLERK TO TILE A NOTICE OF DET�RMINATION WHEREAS, the City of Arroyo Grande has received an application from Grace Bible Churcli to amend Ordinance 430 C.S. (PD Rezone Case No. 93-226); and WHEREAS, the Planning Commission of the City of Arroyo Grande has reviewed the draft Addendum Environmental Impact Report (EIR) for the Grace Bible Church project; and WHEREAS, the draft Addendum EIR has been prepared and circulated pursuant to the California Environmental Quality Act ("CEQA"), tlie State CEQA Guidelines, and the City's Rules and Procedures for Implementation of CEQA and the State CEQA Guidelines; and WHEREAS, a duly noticed public hearing was held by the Planning Commission of the City of Arroyo Grande on September 7, 1993, at wliich all interested persons were give�i the opportunity to be heard: and WHEREAS, the draft Addendum EIR, relating to Grace Bible Church and responding to the concerns raised during the review period and at the public hearing, has been prepared pursuant to CEQA, the State CEQA Guidelines, and the City's Rules and Procedures; and W�IEREAS, the Planning Commission makes the following findings of fact: 1. Based on the information set forth in tl�e EIR, Addenda, and in the Statement of Significant Environmental Effects and Mitigation Measures, attached to the Resolution for approval as Attachment A and incorporated herein by reference, the Agency finds and determines tliat changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the adverse environmental effects identified in the EIR for Traffic and Circulation. � 2. No additional adverse impacts will have a significant effect or result in a substantial or potentially substantially adverse change in the environment as a result of the proposed Planned Development rezoning. 3. The Planning Commission finds and determines that all significant environmental effects identified in the EIR and Addenda have been reduced to an acceptable level in that all significant environmental effects that can be feasibly avoided liave been eliminated or substantially lessened as determined ttirougl� tl�e findings set forth in paragraphs (1) and (2) above. W�-IEREAS, the Planning Commission has reviewed and considered the information contained in the draft Addendum EIR for tt�e Grace Bible Church project. Resolution No. 93-1432 PD Rezone Case No. 93-226 Grace Bible Church September 7, 1993 Page Two NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo Grande, California as follows: 1. The Planning Commission recommends that the City Council certify that the Environmental Impact Report for Halcyon Hills Subdivision with the previous addendi and the addendum for the Grace Bible Church project has been prepared and completed in compliance with CEQA, the State CEQA Guidelines, and the City's Rules and Procedures. 2. The Planning Commission recommends that the City Council instruct the City Clerk to file a Notice of Determination. � On motion of Commissioner Soto, seconded by Commissioner Deviny, and on the following roll call vote, to wit: AYES: Commissioners Tappan, Soto, Reilly, Deviny, Keen and Chairman Carr NOES: None ABSENT: None ABSTAIN: Commissioner Hatchett the foregoing Resolution was passed and adopted this 7th day of September, 1993. Carr, Chairman ATTACI-IMENT "A" STATEMCNT OF SIGNIFICANT ENVIRONMENTAL EFFECTS AND MITIGATION MEASURES BACKGROUND The California Environmental Quality Act (CEQA) and the State CEQA Guidelines promulgated pursuant thereto provide: "No public agency shall approve or carry out a project for which an Environmental Impact Report has been completed and wl�ich identifies one or more significant environmental effects of the project unless the pubiic agency makes one or more written findings for each of those significant effects, accompanied by a brief explanation of the rational for each finding." (Section 15091) The City Council of the City of Arroyo Grande (the "City") propose to approve the revised Grace Bible Church Project (Planned Development Rezone Case No. 93-226). Because the proposed action constitutes an action under CEQA and the CEQA Guidelines, the City has prepared an addendum to the Environmental Impact Report (EIR) for the Halcyon Hills Subdivision. The City has determined that the Addendum EIR is complete and has been prepared in accordance with CEQA and the CEQA Guidelines and the "City of Arroyo Grande Rules and Procedures for the Implementation of tl�e California Environmental Quality Act". I. TRAFFIC AND CIRCULATION A. Effect: The proposed project will eliminate two mitigation measures adopted as part of the approval process for the original project. These mitigation measures dealt with project impacts on the backbone traffic system during tl�e Sunday, mid-day peak hour. The area of concern was the Brisco Road/Highway 101 interchange. A traffic study prepared on 5/16/93 indicates that there is no clearly defined peak hour on Sundays, thus the original mitigation measures would not be valid. The traffic study did, however, indicate that the leve(s of service for two legs of the intersection were operating below acceptable standards. The City of Arroyo Grande has completed improvements to one of these legs, mitigating the lowering of the level of service. The traffic engineer recommended that a stripping be applied to create a right turn lane for the other leg of the intersection. The church has recommended a second mitigation measure that formalizes the traffic education program that the church has already implemented to help traffic flow both at the interchange and on surrounding streets. B. Mitigation: 1. Prior to issuance of a final certificate of occupancy, tl�e church shall restripe the southbound portion of El Camino Real at the intersection with Halcyon Road to provide a right turn lane. Striping shall be done according to standard engineering practice and subject to review and approval of the Director of Public Works. 2. Until the Brisco Road/Highway 101 interchange is reconstructed, the church shall take the following measures to minirnize the impacts of church traffic: a. Publish a monthly reminder to avoid the Brisco Road/Highway 101 interchange with a map showing alternative routes. b. Dismiss it's educational programming fifteen minutes before the accompany- ing worship service, so as to disburse traffic more quickly and evenly. c. Publish a monthly reminder to be courteous and observe speed licnits of the adjacent neighborhoods. d. Do a monthly reminder encouraging the congregation to consider ride sharing with a neighbor. e. Erect signage near the exit onto Rodeo Drive to read: "Be Good Neighbors, Observe Local Speed Limits." f. As part of New Member Orientation, prospective members shall receive a copy of maps showing alternative routes and explaining the desire to minimize the use of the Brisco Road/Highway 101 interchange. C. Findine: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the environmental effect as identified in the Final Addendum EIR. D. Statement of Facts: The proposed right turn lane shall mitigate the decrease in level of service of the subject intersection caused by church traffic.
