PC R 92-1372/8/ RESOLUTION NO. 13 7 2 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL CERTIFY THAT THE ENVIRONMENTAL IMPACT REPORT FOR THE HALCYON HILLS SUBDIVISION WITH THE PREVIOUS ADDENDA AND THE ADDENDUM FOR TH� ARROYO GRANDE PRESBYTEKIAN CHURCH PROJECT HAS BEEN PREI'ARED IN COMPLIANCE WITH THE CALIFORNIA �NVIRONMENTAL QUALITY ACT. WHEREAS, the City of Arroyo Grande has received applications from the Arroyo Grande Presbyterian Church for the aclopdon of a Planned Development Rezone (PD Rezone Case 91-223) anci a Specific Develc�pment Plan for Lot 1R4 of Tract 1390 (Specific Plan Case 91-1�5) on 71 acres; and WHEREAS, an Addendum to the Halcyon Hills Subdivision EIR (and previous addenda) was prepared to update infc�rmation about potential traffic impacts from the church and pursuant to the California Envir��nmental Quality Act (CEQA), the State CEQA Guidelines, and the City's Rules and Procedures fc�r lmplementation of CEQA; and WHEREAS, the Planning Commission of the City of Arroyo Grande has reviewed the draft Addendum Environmental Impact Report (AEIR) for the Arroyo Grande Presbyterian Church project; ancl WHEREAS, duly noticed public hearin�;s were held by the Plannin� Commission of the City of Arroyo Crande on May 19, 1992 and June 16, 1992, at which time all interested persons were given the upportunity to be hearci; and WHEREAS, said draft AEIR meets the requirements of state and local environmental laws, addresses the concern5 raised durin}; the review period and at public hearin};s, adequately �ddresses the potentially Si};nificant envircmment�il impacts, and recommends suitable miN�;ation measures for said impacts; and WHEREAS, the Planning Commission makes the followin�; findin�;s of fact: 1. Based on the information set forth in the EIR, Addenda, and in the Statement of Si�,mificant Environmental Effects and Mitigation Measurers, attached to the Resolution fur approval as Attachment A and incorporateci herein by reference, the Planning Cc�mmission finds and determines that changes or alteradons have been required in, or incc�rporated into, the project which avoid or substantially lessen the adverse environmental effects idenNfied in the ElR f��r traffic and circulaHon. 2. No additional adverse impacts will have a significant effect or result in a substanrial or potentially substantially adverse change in the environment as a result of the proposed Planned Development rezanin�;, Specific Development Plan, and Architectural Review. 3. All significant environmental effects identified in the EIR and Addenda have been reduced to an acceptable level in that all si�;nificant environmental effects that can be feasibly avoided have been eliminated or substanrially lessened as determined throu�;h the findings set forth in para�;raphs (1) and (2) above. WHEREAS, the Plannin�; Commission has reviewed and considered the informadon contained in the draft AEIR for the Arroyo Grande Presbyterian Church project. NOW, THEREFORE, BE IT RESOLVED that the Plannin�; Commission of the City of Arroyo Grande, Califc�mia hereby recommends that the City Council certify that the Environmental Impact Report for the Halcyun Hills Subdivision (with the previous addenda and the addendum for the Arroyo Grande Presbyterian Church pr�iject) hay been prepared and completed in compliance with CEQA, the State CEQA Guidelines, anci the City's Rules and Procedures. ATTE T• � Mona Prelesnik, Drew randy Plannin�; Commission Clerk Chairman / �� Attachment A STATEMENT OF ENVIRONMENTAL EFFECTS AND MITIGATION MEASURES BACKGROUND The California Environmental C�uality Act (CEC1A) and the State CEOA Guidelines promulgate pursuant thereto provide: "No public agency shall approve or carry out a project for which an Environmental Impact Report has been completed and which identifies one or more significant environmental effects of the project unless the public agency makes one or more written findings for each of those significant effects, accompanied by a brief explanation of the rationale for each finding." The City Council of the City of Arroyo Grande (the "City") proposes to approve the Arroyo Grande Presbyterian Church Project (Planned Development Rezone Case No. 91-223, Specific Development Plan 91-05, and Architecturaf Review Case 91-470). Because the proposed action constitutes an action under CEQA and the CEQA Guidelines, the City has prepared an addendum to the Environmental Impact Report (EIR) for the Halcyon Hills Subdivision. The addendum EIR identified certain significant effects that may occur as a result of this project. Further, the City has determined that the Addendum EIR is complete and has been prepared in accordance with CE�A, the State CE(]A Guidelines, and the "City of Arroyo Grande Rules and Procedures for the Implementation of the California Environmental Quality Act." EFFECTS AND MITIGATION MEASURES TRAFFIC AND CIRCULATION Effect: The Arroyo Grande Presbyterian Church will create additional vehicle trips in the vicinity of the church. The hours of church operation determine whether or not the church impacts the City's backbone transportation system. All leit hand turns into and from the west driveway should be prohibited because of safety and sight distance concerns. Mitiqation: The following mitigation measures are recommended in the AEIR. 1. Any changes to the hours of operation as noted in the AEIR must first be approved by the Director of Planning. Changes that could result in cumulative traffic impacts when combined with traffic from Grace Bible Church shall be analyzed for their significance as part of this review. If a change in hours of operation shall result in an impact on the City's backbone transportation system, the applicant shall be required to pay the City's standard traffic mitigation fees. For the westerly drive, left hand turns onto and from the site shall be prohibited with appropriate signage. The design of the driveway shall be modified to be perpendicular to Rodeo Drive. The total width of the driveway shall be 20 feet; eight feet used for emergency access may be constructed of , Arroyo Grande Presbyferian Church Attachment A— Statement of Significant Environmenta/ Effects and Mitigation Measures "turf block" or "eco-block" or similar product, provided the material can support the weight of a fire truck. The portion of the driveway intended for emergency vehicle access shall be gated to prevent public use. The final design, location, signage, materials, and gating for this driveway shall be subject to the review and approval of the Public Works Director and the Fire Chief. One year after church services are held on the site, the City engineer shall study accident reports and complaint files to ascertain compliance with left turn prohibition. If patrons are violating the left turn prohibition and the west driveway poses a safety problem, the driveway shall be reconfigured or closed subject to the approval of the Fire Chief and the Director of Public Works. Findinq: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the environmental effect as identified in the Final Addendum EIR. Statement of Facts: As originally proposed, the hours of operation would create some increase in traffic volumes during the evening commute hours. Rather than pay the traffic impact fee, the church has agreed to reschedule the religious education classes for grade school children so that they do not occur during peak commute hours. The hours of operation noted in the AEIR will not impact the ciry's backbone transportation system. There is a possibility that a chenge in the Sunday worship service times could also create significant traffic impacts on the community. Therefore, the hours of operation noted in the Final Addendum EIR must be strictly observed, and any changes to the hours of operation must be approved by the Director of Planning. ' Rodeo Drive curves downward as it passes the project site. The curve of the road and elevation change will create short sight distances for any driveway proposed near the westerly corner of the site; yet for fire safety and circulation purposes, a driveway is needed at this location. The sight distances are sufficient to allow right hand turns as vehicles are leaving the church property. Therefore, the proposed westerly driveway should only be used as an exit for vehicles that are turning right onto Rodeo Drive. WATER RESOURCES Effect: Development of the proposed project will resuft in a reduction of domestic water supplies. The City has existing resources which provide the City with 3,492 acre-feet of water per year. This resource is sufficient to support a population of approximate 16,400. The City's General Plan projects a build out population of 17,011 which results in a water shortfall of approximately 600 acre-feet per year. Mitiqation: The following mitigation measures are recommended in the AEIR: 3. The building spec'rfications shall incorporate fixtures and designs which minimize water usage. Such fixtures and designs shall include, but are not limited to, low-flow shower heads, water saving toilets, instant water heaters or hot water recirculating systems, drip irrigation with drought tolerant Arroyo Grande Presbyterian Church Attachment A— Stafement of Significant Environmenial Effects and Mitigation Measures landscaping, etc. Prior to final occupancy of any structure, all water conserving designs or fixtures shall be installed. 4. The applicant shall submit a landscape plan, prepared by a licensed landscape architect, to the satisfaction of the Director of Parks and Recreation and Director of Planning. All landscaping shall be consistent with water con- servation practices including the use of drip irrigation, mulch, gravel, and bark. 5. The applicant shall provide for review and approval by the City Council an individual water program which will propose mitigating measures to neutralize projected water demand for the project. The approved program must- be implemented prior to issuance of building permits. Findin : Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the environmental effect as identified in the final AEIR. Statement of Facts: Mitigation measures 3 through 5 require project designs which will decrease the estimated water usage for this project. Mitigation measure 5 requires the applicant to neutralize the projected water demand for the project. This can be accomplished through retrofitting, drought tolerant landscaping, rainwater recovery, or other methods to save water. The decrease in water usage and neutralization will - result in the project not impacting domestic water supplies. EROSION AND DRAINAGE Effect: The proposed construction activity and site development can lead to increased erosion and disruption of historic drainage pattems. Mitiqation: The following mitigation measures are recommended in the AEIR: 6. At plan check, the applicants shall submit a grading, drainage, and erosion control plan, prepared by a qual'rfied person. Said plan shall be subject to the review and approval of the Public Worics Director. The plan shall include methods of revegetation of disturbed areas, grading and planting periods, and maintenance provisions. 7. All exposed cuts and fills shall be protected from erosion through appropriate methods, including, but not limited to, hydroseeding, straw bales, energy dissipators, siltation ponds, and other appropriate means. Said methods shall be described in the grading, drainage, and erosion control plan. S. The applicant shall comply with all mitigation measures specified in the gradicng, drainage, and erosion control report. , Findin : Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the environmental effect as identified in the final AEIR. Statement of Facts: The site has already been heavily graded and has visible evidence of erosion on-site. The applicant does not propose to substantially alter the building Arroyo Grande Presbyterian Church Attachment A— Statement of Significant Environmenta/ Effects and Mitigation Measures pad through additional grading. The recommended mitigation measures will correct an existing problem. Effect: The proposed construction of the church and related facilities will intermittently increase air pollution and noise levels in the area during the three phases of construction. CONSTRUCTION IMPACTS Mitiqation: The following mitigation measures are recommended in the AEIR: 9. 10. The applicant shall adhere to all mitigation measures established by the Air Pollution Control District. Construction activities shall not occur before 7:00 a.m. nor after 6:00 p.m. Findin : Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the environmental effect as identified in the final AEIR. Statement of Facts: Because the proposed church facilities are rather modest in size, each phase of development will only require minimal use of large trucks and equipment. Each phase of development is similar in size to some of the larger homes in the Rancho Grande subdivision. PROJECT LIGHTING Effect: The lighting of the proposed project may impact the surrounding residences. Mitiqation: The following mitigation measure recommended in the AEIR: 11. All project lighting shall be designed such that lighting does not extend beyond the project site. Findin : Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the environmental effect as identified in the final AEIR. Statement of Facts: The elevated position of the church relative to the immediately adjacent neighbors should prevent the project lighting from disturbing nearby residences. Furthermore, the mitigation measure will assure that project lighting does not extend beyond the site. PARKING Effect: Additional parking will be needed to accommodate the third phase of development (the sanctuary). Mitiqation: The following mitigation measure is recommended in the AEIR: Arroyo Grande Presbyteiian Church Attachment A— Statement of Significant Environmenta/ EKects and Mitigation Measures < 12. Prior to receiving an occupancy permit for Phase III, the applicant shall � complete the additional 52 parking spaces necessary to support the Phase III development. Finding: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the environmental effect as identified in the final AEIR. Statement of Facts: The proposed number of parking spaces meets City requirements. �,
