PC R 91-1348RESOLUTION NO. 91-1348 A RESOLUTION OF THE PLANNING COMIVIISSION OF THE CITY OF ARROYO GRANDE MAKING VARIOUS TRAFFIC RELATED RECOMMENDATIONS TO THE CITY COUNCIL. WHEREAS, Section 9-01.110 of the Development Code of the City of Arroyo Grande identifies the powers and duties of the Planning Commission; and WHEREAS, these powers and duties include investigating and making recommendations to the City Council regarding reasonable and practical means for implementing the General Plan or any element thereof, so that it will serve as an effective guide for orderly growth and development, preservation and conservation of open space and natural resources, and for the efficient and effective expenditure of public funds relating to subjects addressed in the General Plan; and WHEREAS, the Planning Commission also has the responsibility to review and approve various types of development projects within the City of Arroyo Grande; and WHEREAS, the Planning Commission also has the resporisibil'ity to make recommendations to the City Council on General Plan Amendments, Specific Plans, Amendments to the Provisions-of Title 9 of the Municipal Code, Development Agreemerits, and various permits and approvals in the Planned Development zone; and � WHEREAS, in the course of performing these duties, the Planning Commission has become aware of several traffic related issues; and WHEREAS, said traffic related issues affect the orderly growth and development of the City of Arroyo Grande; and � WHEREAS, said traffic related issues affect the review of development projects within the City of Arroyo Grande; and � WHEREAS, said traffic related issues affect the recommendations made by the Planning Commission to� the City �Council. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo Grande, in accordance with their prescribed powers, duties, and responsibilities does hereby recommend that the City Council review and consider the following traffic related recommendations: Review the Backbone Traffic System to consider inclusion of the Oak Park Boulevard/Grand Avenue intersection; 2. Work together with Grover City to develop some type of joint powers agreement/arrangement for their contribution to the Backbone Traffic System along Grand Avenue and Oak Park Boulevard; 3. Authorize work to begin on the update of the Circulation Element of the General Plan and direct expeditious completion of the update; 4. Review the possibility of restricting the hours for large vehicle deliveries along Grand Avenue; 5. Review the possibility of restricting left-turn movements by southbound traffic from Oak Pazk Boulevard to Newport and Brighton Avenues; 1 �2 3 6. Review the possibility of restricting right-turn movements from Newport Avenue to Courtland Street; and 12� Resolution No. 91-1348 September 3, 1991 Page 2 7, Review the possibility of relocation of the traffic. signal at the intersection of Grand Avenue and Courtland Street, to discourage the use of Courtland Street between Grand Avenue and Oak Park Boulevard. On a motion by Commissioner Carr, seconderl by Commissioner Boggess, and by the following roll call vote, to wit: AYES: Commissioners Carr, Boggess, Moore, Soto, Souza, Brandy and Chairman Gallagher NOFS: None ' ABSENT: None .
