A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARROYO GRANDE APPROVING
CONDITIONAL USE PERMIT CASE NO. 90-481, TO
ALLOW ADDITION OF A 900 SQ. FT. MANAGER'S UNIT
AT ARROYO GRANDE MINI STORAGE, 138 JUNIPER
STREET, APPLIED FOR BY RONALD .GRANT,
ADOPTING A NEGATIVE DECLARATION AND
INSTRUCTING THE SECRETARY TO FILE A NOTICE OF
DETERMINATION.
WHEREAS, the Planning Commission of the City of Arroyo Grande has considered
an application to allow the addition of a 900 square foot manager's unit at Arroyo Grande
Mini Storage, 138 Juniper Street, applied for by Ronald Grant in the C-2 General Commercial
Zone; and
WHEREAS, the Planning Commission has found that this project is consistent with
the General Plan and environmental documents associated therewith; and
WHEREAS, the Planning Commission has reviewed the project in compliance with
the California Environmental Quality Act and has determined that a negative declaration can
be adopted and instructs the secretary to file a Notice of Determination; and
WHEREAS, the Planning Commission finds, after due study, deliberation and public
hearing, the following circumstances exist:
1. The proposed use is consistent with the General Plan.
2. The site is adequate in size for the proposed use because the proposed Floor
Area Ratio (FAR) is 0.50 and the maximum allowed in this General Plan
designation is 0.50; the proposed setbacks are adequate and the required
parking is provided.

The site for the proposed use has adequate access to Poplar Street.
The proposed use will not have an adverse effect on the adjacent property.
The design and layout of the proposed use is suitable because it meets the
development requirements of the C-2 zone.
The project will not have a significant impact on the environment.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City
of Arroyo Grande hereby adopts a Negative Declaration, instructs the Secretary to file a
Notice of Determination and approves said Conditional Use Permit, subject to appropriate
standard conditions of the City of Arroyo Grande, and the following special conditions:
General Conditions
1. The applicant shall ascertain and comply with all State, County and City requirements
as are applicable to this project.
2. The architectural review portion of this application shall automatically expire on April 2,
1993 unless a building permit is issued. Sixty (60) days prior to the expiration of the
architectural approval, the applicant may apply to the Planning Director for an
extension of one (1) year from the original date of expiration. Any further extensions
beyond one (1) year shall require Planning Commission approval, after a
recommendation by the Architectural Advisory Committee.

Development shall occur in substantial conformance with the plans presented to the
Planning Commission at the meeting of April 2, 1991 and marked "Exhibit A".
The applicant shall agree to defend at his/her sole expense any action brought against
the City, its agents, officers, or employees because of the issuance of said approval,

or in the alternative, to relinquish such approval. The applicant shall reimt,urse the
City, its agents, officers, or employers, for any court costs and attorney's f�e's which
the City, its agents, officers or employees may be required by a court to �ay as a
result of such action. The City may, at its sole discretion, participate at its own
expense in the defense of any such action but such participation shall not relieve
applicant of his/her obligations under this condition.
5. All construction shall utilize fixtures and designs which minimize water usa�e. Such
fixtures and designs shall include, but are not limited to, low flow shower heads, water
saving toilets, instant water heaters or hot water recirculating systems, drip� irrigation
with drought tolerant landscaping and etcetera. All fixtures and designs sl��all be
installed prior to final occupancy.
Planning Department Conditions
6. Development shall conform with the C-2 zoning requirements unless othen��ise
approved.
7. Signage shall be subject to the requirements of Section 9-4.2407 of the Zoning
Ordinance.
8. Prior to issuance of building permits, three (3) sets of revised plans shall be submitted
to be reviewed and approved by the Planning Department and Police Deparlment as
noted. The plans shall include the following:
(1) Cut-off luminaries shall be installed which will provide true 90 degr�.��
cut-off and prevent projection of light above the horizontal from th:�
lowest point of the lamp or light emitting refractor or device.

All fixtures shall use a flat, clear lens, energy-efficient light source.
All project lighting shall be confined to the project site.
Building Department Conditions
9. Prior to issuance of building permits, the applicant shall pay appropriate building
permit and water connection fees.

a. No exterior mechanical equipment shall be permitted;
b. No changes shall be made to the exterior appearance of the building e�xcept
the installation of doors and windows. Building design and colors shtil match
the existing structures on-site;
c. Trim shall be installed around all doors and windows;
d. If revisions to the exterior lighting are proposed, an exterior lighting plan :�hall
be submitted, subject to the review and approval of the Planning and Poli,ce
Departments which shall include the following:
Prior to issuance of building permits, the applicant shall obtain necessary permits for
work in the public right of way.
The developer shall connect to public sewer facilities and pay appropriate sanitation
district and city connection fees, prior to issuance of building permits.
12. All structures as regulated by the currently adopted issues of the Uniform Building
Code and related codes, are subject to all seismic conditions as they would apply to
Earthquake Zone 4.
Public Works Department Conditions
13. Prior to final occupancy, the applicant shall remove and replace broken curb, gutter
and sidewalk on the Poplar Street frontage. The applicant shall conform asphalt
paving to the new curb and gutter as required by the Director of Public Works or his
representative.

14. Prior to final occupancy, the manager's quarters shall be connected to the city water
and sewer systems. �
15. "Standard Specifications for Public Works Construction", latest edition, and the latest
edition of the "standard Plans for Public Works Construction", as amended by the City,
shall be the project specifications, except as noted othervvise on the approved
improvement plans.
Fire Department Conditions
16. The applicant shall install a fire hydrant on the east side of the driveway at its
intersection with Poplar Street prior to final occupancy, subject to additional review
and concurrence by the Fire Chief.
17. Approved fire lane signs in accordance with California Vehicle Code shall be posted
on the east face of the building and the west fence as directed by the fire chief prior to
final occupancy.
Police Department Conditions
18. Prior to final occupancy, the applicant shall change the address to Poplar Street and
shall post the address so it is visible from the street.
