PC R 91-1323� � �'�t RESOLUTION NO. 91-1323 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL AMEND THE ELM STREET PAR�C AND SOTO SPORTS COMPLEX MASTER PLAN; AND RECOMMEND ADOPTTON OF A NEGATIVE DECLARATION WHEREAS, the Staff pf the Parks and Recreation Department of the City of Arroyo Grande has recommended amending the Elm Street Park and Soto Sports Complex Master Plan by eliminatinq a proposed berm around the City Corporation Yard and behind Porter Field, and replacing it with a four to six foot masonry wall, in order to increase the size of the playing field and allow the existing service road to remain for maintenance purposes; and WHEREAS, the Parks and Recreation Staff has recommended that ten parkinq spaces be eliminated from the western parking lot, in order to provide for additional field space and access; and WHEREAS, the Parks and Recreation Staff has recommended that the proposed roadway at Elm Street and Fair Oaks Avenue be eliminated from the master plan and the existing roadway be substituted, in order to avoid internal park user hazards and traffic problems; and WHEREAS, the Parks and Recreation Staff has recommended that the proposed designation for the office building at Elm Street Park be changed from "School" to "School and Recreation Offices," in order to be consistent with the proposed Parks and Recreation Element of the General Plan; and WHEREAS, the project has been found to have no significant environmental impacts under the provisions of the California Environmental Quality Act (CEQA), and a negative declaration can be recommended for adoption. NOW, THE�2EFORE, BE IT RESOLVED, that the Planning Commission of the City of Arroyo Grande recommends that the following amendments be made to the Elm Street Park and Soto Sports Complex Master Plan: 1. The proposed berm will be eliminated and a four to six foot masonry wall will be constructed around the Corporation Yard. 2. The western parking lot size will be changed Prom 44 spaces to 34 spaces. 3. The proposed roadway at Elm Street and Fair Oaks Avenue will be eliminated, and the existing roadway will remain as access to the park. 4. The designation of the office building at Elm Street Park will be changed from "School" to "School and Recreation Offices. �� On motion of Planning Commissioner Gairagher seconded by Planning Commissioner Boggess following roll call vote, to wit: AYES: NOES: ABSENT: , and on the �cumussioneXS: T�ioore., Gallagher, I3randy� Boggess & Vice Chairman.
