A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARROYO GRANDE RECOMMENDING THE CITY
COUNCIL ADOPT THE INITIAL STUDY AND MITIGATED
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
REPORT AND APPROVE THE HALCYON COMPLETE
STREETS PLAN
WHEREAS, in 2013, the City of Arroyo Grande's ("City") consultant prepared a
technical memorandum for a Halcyon Road Corridor Study; and
WHEREAS, in 2015 the South Halcyon Corridor Study identified needed
improvements to City infrastructure to create a street that can accommodate multi -modal
forms of transportation; and
WHEREAS, in 2016 the City received a Caltrans Sustainable Communities
Transportation Planning Grant to create a Complete Streets Plan; and
WHEREAS, the phrase "Complete Streets" describes a street that is planned,
designed. operated, and maintained to provide safe mobility for all users, including
bicyclists, pedestrians, transit vehicles, truckers, and motorists, appropriate to the street's
function and context; and
WHEREAS, the City's Circulation Element of the General Plan includes goals,
policies, and objectives that support the Halcyon Complete Streets Plan and are
consistent with AB 1358, known as "The California Complete Streets Act"; and
WHEREAS, the City developed the Halcyon. Road Complete Streets Plan to
provide for safe mobility and accessibility for all users throughout the Halcyon Road
corridor, including bicyclists, pedestrians, transit vehicles, trucks, and motorists
("Project"); and
WHEREAS; pursuant to the California Environmental Quality Act (Public
Resources Code, § 21000 et seq.), the State CEQA Guidelines (California Code of
Regulations, title 14, § 15000 et seq.), and the City's Local CEQA Guidelines (collectively,
"CEQA"), the City is the lead agency for the proposed Project; and
WHEREAS, in April 2023, in compliance with State CEQA Guidelines section
15063, an Initial Study (IS) was prepared for the Project to analyze whether the Project
may cause a potentially significant effect on the environment; and
WHEREAS, based on the information contained in the Initial Study, which
concluded that the Project could have potentially significant impacts but that those
impacts could be reduced to less than significant levels with implementation of the
proposed mitigation measures, the Planning Commission determined that a Mitigated
Negative Declaration ("MND") should be prepared for the Project, and a MND was
prepared pursuant to CEQA; and
WHEREAS, the Planning Commission has reviewed this project in compliance
with the California Environmental Quality Act, Public Resources Code section 21000, et
seq. (CEQA), the State CEQA Guidelines, and the Arroyo Grande Rules and Procedures
for Implementation of CEQA and has reviewed the draft MND; and
WHEREAS, on June 20, 2023, the Planning Commission conducted a duly noticed
public hearing to consider the staff report, recommendations by staff, and public testimony
concerning the Project; and
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo
Grande hereby recommends the City Council adopt a Resolution to adopt the Initial Study
and Mitigated Negative Declaration of Environmental Impact Report and approve the
Halcyon Complete Streets Plan as attached hereto as Exhibit "A" and incorporated herein
by this reference.
On motion by Commissioner Maraviglia, seconded by Commissioner Roof, and by the
following roll call vote, to wit:
AYES: Maraviglia, Roof, Berlin, Buchanan
NOES: None
ABSENT: Sackrison
