PC R 90-1306J� RF.9�LUTION NO. 90-1306 A R�SOLUTION OF Z� PLIINNING OC�tyFr1ISSI0N OF � CITY OF ARROYO C�27�NDE RH7C7C�S�IVDING APPROVAL OF AN�iDID PARCII, MAP C�SE NO. 87-444 IACATED AT 1320 AND 1342 HILL�RF'S'T DiRIVE, APPLIID FQR BY HARVEY AND PAULPI RAM.S[7NI AND REOQ[�iDING ADOPTION A NF]GATIVE D�CI.ARATION WI�i MITIGATION �IRFS Wi�REAS, the Planning Cornnission of the City of Arroyo Grande has held a public hearing on Parcel Map Case No. 87-444 in accordance with Chapter 3 of the Subdivision Ordinance of the City of Arroyo Grande; and W�, the Planning Coarmission has found that this project is consistent with the General Plan and the �hvironmental Docwnents associated therewith; and WHER�S, a Negative Declaration with mitigation measures has been recorrrriended under the provisions of the California �vironmental Quality Act ( CnQA ) : and Wf�RF�1S, said Parcel Map was referred to the Planning Carmission, by various City Departments and the Staff Advisory Corrnuttee; and Wf�tFAS, the Planning Co�rYnission finds, after due study, deliberation and public hearing, the following circwnstances exist: 1. 2. The proposal is consistent with the intent of the R-1-D zoning of the Zoning Ordinance and the RS Residential Suburban designation of the General Plan. � The two subject lots are adequate in shape and size to allow for off- street parking and access. 3. The proposal does not pose any health, safety, welfare or environmental hazards with regards to �nergency vehicle access, provided condition of approval ntmibers #1 and #2 are implemented. 4. The proposed will not have an environmental impact because water usage, topography, drainage, plants, animals, noise and other environmental elements will not be altered. Any possible traffic obstruction will be mitigated by conditions of approval #1 and #2. N�FI, Tf�'ORE, BE IT RFSOLVED that the Planning Coamussion of the City of Arroyo Grande hereby recannends approval of said Parcel Map Case No. 87-444 to the City Council subject to the following conditions. Mitigatian Measures 1. Applicants will provide additional off-street guest parking spaces per residence (1320 and 1342 Hillcrest Drive) in addition to on-site parking requirements. Ti.me Frame: Prior to final inspection of newly constructed structures at 1320 or 1342 Hillcrest Drive. Hoa�itoring Departmc�it: Building Department General Canditions 2. The applicants shall ascertain and co�nply with all State, County and City requir�nents as are applicable to this project. 3. All other conditions attached to the agreeqnent affecting real property are applicable. Planru.ng Department 4. Development shall conform to the R-1-D zoning require�its unless otherwise approved. Aiblic Works D�partlmnt 5. Prior to issuance of building permits on either 1320 or 1342 Hillcrest Drive, the applicants shall revise the recorded agreesnent per book 3150, page 664 of official records and shall be executed by the owners of record. 34.
