PATRICK' S CgiURQi, LACI�TID AT 501 FAIR UAK.� AVF3�iUE, �O PII�IIT A TII�'QRARY YOU'1H AGTIVITIFS CESITII2 WITH OFFIC�S, ADOPTING A NDGATIVE DDCLAItATION, ArID INSi�JCPING THE �ARY TO FILE A NCI�PICE OF DEi'II�iINATION Wf�tF1�S, the Planning Cornnission of the City of Arroyo Grande has considered an application for a temporary Youth Activities Center with Offices at 501 Fair Oaks Avenue in the "A" Agricultural District; and WI�EAS, the Planning Coamiissian has found that this project is consistent with the General Plan and the Environn�ental DocLmtients associated therewith; and F�F�1S, the Planning Co�mnission has reviewed this project in corrrpliance with the California �virorunental Quality Act (CEQ�,) and has deteimined that a Negative Declaration can be adopted and instructs the Secretary to file a Notice of Determination; and .� � F�FAS, the Planning Co�mission finds, after due study, deliberation and public hearing, the following circtunstances exist: FINDINGS 1. 2. 3. 4. 5. 6. The proposed use is consistent with the general plan designation because the new general plan designation is PF and churches and incidental facilities are allowed in that designation. The site is adequate in size and shape for the proposed use because all setbacks, lot coverage and parking can be provided. The site for the proposed use has adequate access. The proposed use will not have an adverse effect on the adjacent property. The design and layout of the proposed use is suitable because all setbacks , 1 ot coverage and parking requi re�nents can be met . The project will not have an envirorunental impact. NQd, �ORE, BE IT RF�90LV� that the Planning Co�miission of the City of Arroyo Grande does hereby approve said Conditional Use Pernnit subject to the following conditions: GII��iAL OONDITIONS: 1. The applicant shall ascertain and corrrply with all state, county and city requirerrvents, as are applicable to this project. 2. Development shall occur in substantial conform�nce with the information su�mitted to the Planning Cocmussion at the meeting May 1, 1990 and marked "Exhibit A". PI�ArIIdING DEPAFCII�IV'P: 3. All development shall meet the requirements of the A zone, unless otherwise approved. 4. All mechanical equipment, electrical and gas connectians shall be screened fro�n public view, using screen designs and materials which are corinpatible with the building. All screen designs and materials shall be approved by the Director of Planning prior to issuance of building permits. PARK.S AND R�7CftFATI�i DEPAIr.I3�1�FP OOImITIONS : 5. Prior to issuance of building permits the applicant shall subrcut a landscape and irrigation plan, for the perirneter of the relocatable unit, to the Director of Parks and Recreation for approval.
