FIfiEREAS, the Planning Corrrnission of the City of Arroyo Grande has
considered an application for installation of a 50 foot flag pole at 1590 West
Branch Street in the Planned Develop�cnent District; and
WI�F1�S, the Planning Cormussion has found that this project is
consistent with the General Plan and the F�vironmental Doctunents associated
therewith; and
W�'1�.5, the Planning Camnission has reviewed this project in cc�ripliance
with the California Ehvironme�ztal Quality Act (CEQA) and has determined it is
categorically exempt per Section 15311 of the C'�QA Guidelines; and
Wf�S, the Planning Cw�mission finds, after due study, deliberation
and public hearing, the following circLUnstances exist:

The proposed use is consistent with the General Plan.
The site is adequate in size and shape for the proposed use.
The site for the proposed use has adequate access.
The proposed use will not have an adverse effect on the adjacent
property.
The design and layout of the proposed use is suitable.
The project will not have an environmental impact.
WE�S, this project was reviewed by the Planning Carmission and
various City departments and found to be acceptable and in conformance with
the applicable codes and ordinances.
NC�I, ��ORE, BE IT RFSOLVID that the Planning Ccenni.ssion of the City
of Arroyo Grande recomnends approval of said Conditional Use Permit to the
City Council, subject to the following conditions:
General Conditions
1. The applicant shall ascertain and coanply with all State, County
and City requirements that are applicable to this project.
2. Development shall occur in substantial conformarice with the plans
presented to the Planning Connussion at the meeting of April 3,
1990 and marked "Exhi.bit A".
Planning Department Conditions
3. Development shall conform with the provisions of Ordinance 140
C.S., unless otherwise approved.
4. Flag size shall not exceed 10 feet by 15 feet and no more than two
flags shall be flown at any one time.
5. Only the flag of the United States of America and the State of
California may be flown. No flags bearing any co�nercial message,
advertising or logo shall be flown at any time.
On motion by Carmissioner Soto, seconded by Coa�missioner Gallagher, and
by the following roll call vote, to wit:
AYES: Co�imissioners Soto, Gallagher, Flores, Moore, Brandy and
Chairman Carr
NOES: Ca�nnissioner Fischer
ABSENT: None
