A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARROYO GRANDE RECOMMENDING THAT THE CITY
COUI.+iCIL ADOPT THE OPDATED LAND OSE, HOUSING, OPEN
SPACE AND CONSERVATION ELEMENTS OF THE GENERAL
PLAN. �.
WHEREAS, the SectiAn 65302 of the California Government Code directs all
cit.ies and counti,es to prepare General Plan Land Use, Housing, Open Space and
Conservation Elements; and
WHEREAS, the City of Arroyo Grande has determined that it is appropriate
and necessary to update and revise the previous Land Use, Housing, Open Space
and Conservat.i.on Elements adopted. by the City; and
WHEREAS, the public parti.cipatiAn in the development of the. Land Use,
Housing, Open Space and Conservation Elements included distribuki,on of a
newsletter, holding town meetings and workshops, and mailirig public hearing
notices to all property owners in the City and within 300 feet of the City limits;
and
WHEREAS, duly noticed pub]i�c hearings were held by the Planning
Commissiori of the City of Arroyo Grande on January 2, January 30, February 6,
February 26, and March 19, 1990, at whi.ch all interested persons were given the
opportur�i.ty to be heard; and
WHEREAS, the Planning Commi.ssion at its meeting of even date herewith
adopted. a Resolut,iAn recommending cert,ification that the final Environmental
Impact Report (EIR), relat.uig to the General Plan Update of the Land Use, Housing,
Open Space and Conservat.i,on Elements, was completed in compliance with CEQA, the
State CEQA Guidelines, and the City's Rules and Procedures; and
WHEREAS, the Planning Commissi.on at its meeting of even date herewith
adopt.ed a Resolution recommending certain findings regarding the environmental
impacts of the proposed General Plan Update of the Land Use, Housing, Open Space
and Conservation Elements; and
WHEREAS, the Planning Commission has revi,ewed and consi.dered the
informatyon and public testimony presented at the public hearings and in the
proposed documents and staff reports.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commissi,on ot the City
of Arroyo Grande, California to recommend to the City Council adoption of the
updated Land Use, Housing, Open Space and Conservat,i,on Elements (consisting of
the draft documents titled "City of Arroyo Grande General Plan Update, Land Use
Element, Housinq Element, Open Space & Conservati,on Element" and "City of Arroyo
Grande General Plan Program, Existing Setting & Community Issues Report"
incorporated herein by reference and the Planning Commissian revisi,ons outlined
in Attachments "A" -"Planning Commi,ssi�on RevisiAns to the General Plan Update
and Existing Setting & Community Issues Report Text" and "B" -"Land Use Plan
with Planning Commissi,on Revisions") based on the following:
1. The Environmental Impact Report prepared for the General Plan Update
identi£�.�ed signifi.cant impacts associated with the proposed plan. A"lower
density" alternative was included in the EIR in order to assist in the
reducti�n of these impacts to a level of non-signifi,cance. There is a direct
relati,onship between the density of the alternatives analyzed in the EIR and
the expected magnitude of environmental impacts. Therefore, the Planninq
Commissi,on has recommendecl adopti,�n of the "lower density" land use plan
alternative. Impacts reduced in signif�cance because of the selecti�on of the
"lower density" alternative include the following:
a. Traffic and circulation: There are several roadwyas experi.encing a
\`�.� level of servi,ce of "C" or "D" within the City and would require major
�'�, improvements to adequately serve future development under the
existing general plan. The "lower density" alttrnative will result in
an approximately 42� increase in vehi�cle trips/day over existing
conditions whi.ch is less than all other alternative land use plans
presented.

b. Air quality: San Luis Obispo County is designated a non-att.ainment
area for the State ozone, particulate, and sulphur dioxide standards.
The "lower density'° alternative will generate the least amount of
pollutants than all other alternative land use plans presented.
c. Water resources: The City has avail.able water supp].i�es of 3,492 acre-
feet whi.ch would not support the buildout of the existing general plan.
By selecting the "lower density" alternative, the water demands will
be reduced so they are more in line with available resources.
d: Numerous other impacts were presented ir� the EIR that require
mitigati.on by reducing densities.
Findings for individual areas where land use designati.ons were changed
from t:he existing general plan are listed in "Attachment C" and incorporatea
herein by reference.
2. • The findings, information, and support set for�h in the Environmental Impac.-t
Report prepared for the proposed General Plan Update of the Land Use,
Housing, Open Space and Conservati�on Elements and the Statement of
Significant Environmental Effects and Mitigation Measures are incorporated
herein by reference and constitute findings of the Planning Commissi�on in
this matter.
3. The AGRICULTURE (AG) and AGRICULTURAL PRESERVE (AP) categories will
promote the retention of agricultural land uses within and adjacent to
Arroyo Grande whi,ch is cruci.al to the maintenance of the rural, small town
atmosphere desired by its residents. To this end, Arroyo Grande intends to
focus permitted development on existing urban areas, and to work with San
Lui.s Obispo Coun�y to prevent intrusion ot rural residential development
into agricultural areas.
4. The charm of Arroyo Grande's residenti.al areas is a large part of the
community's appeal. In the past, Arroyo Grande's resident,ia]. areas were
developed with a wide variety of housing types, but recently most have been
large single family homes on large lots, along with conversion of �ome older
single family neighborhood to multiple family use; little vacant iesidential
land remains within the City Limits. Although the City is proud of its
residential areas, it also recognizes the need for a vari�ety of housing types
due to the varying needs of its citizens. This plan provides for a wide
range of types to meet the future needs of Arroyo Grande resi.dents.
5. The RESIDENTIAL ESTATE (RE) category will provide a land use density that
is consistent with the intent of the existing R-S zone currently located along
Easy Street and Printz Road.
6. The HILLSIDE RESIDENTIAL (RH) category will provide a density suitable for
areas of the City whi.ch have environmental constraints, yet allow clusteruig
in order to protect the environ�ment.

The RURAL RESIDENTIAL (RR) category will provide one acre lots in order
to accommodate rural lifestyles.
The SUBURBAN RESIDENTIAL (RS) category will provide a housing type
transiti�onal between rural and urban types.
The SINGLE FAMILY RESIDENTIAL (SF) category will accommodate the
majority of the existing development in the City.
10. The CONDOMINIUM/TOWNHOUSE (MF) and APARTMENTS (MFA) categori.e� will
provi.de housing for those citizen who wish to rent or do not desire
dwellings on individuals parcels.
11. The MOBILE HOME PARK (MHP) category provides opportuniti.es for those
citizens desiring a mobile home lifestyle and protects existing mobile home
par.ks from easy conversion.

The SENIOR HOUSING (SR) category provides areas for higher density
housing projects specifi,cally designed to meet the needs of senior citizens.
The PLANNED DEVELOPMENT (PD) category recognizes existing approved
planned development ordinances.
14. The GENERAL COMMERCIAL (GC) category . provides appropriately located
areas for the general shopping and commercial service needs of area
residents, visitors, and workers.

15. The VILLA�E COMMERCIAL (VC) category provides for the establishment of
downtown commercial and office-related land use types which recognize and
are compatible with the historical, small town nature of the original Arroyo
Grande Village.

The OFFICE PROFESSIONAL (0) category provides areas for the establishment
of office working environments.
The INDUSTRIAL/BUSINESS PARK (I) category provides areas for light
industrial, research and development and offi�ce firms.
The PUBLIC/QUASI FACILITIES (PF) category provides areas for the
conducts of public and institutional activiti�es.
19. The retention of Arroyo Grande's rural, small town character is important to
the City and therefore polici,es were included in the Land Use Element to
protect these qualit.ies.
20. The City recognizes the interrelati.onships between acti.ons taken by the
various governmental agencies within south San Lui.s Obispo County and
therefore included poli�cies in the Land Use Element to facilitate regir�nal
cooperation and coordination.
