WI�RFAS, the Planning Camnission of the City of Arroyo Grande has held a
public hearing on Parcel Map Case No. 89-487 in accordance with Chapter 3 of the
Subdivision Ordinance of the City of Arroyo Grande; and
Wf�REAS, the Planning CaTmissioa�► has found that this project is cansistent
with the General Plan and the Enviroaunental Doci.m�er►ts associated therewith; and
W[�RF�1.S, a Negative Declaration has been declared under the provisions of
the California �vironmental Quality Act (CflQA); and
�FAS, the Planning Cam�ission hereby directs the Secretary to file a
Notice of Detern�ination; and
F�F�1S, said Parcel Map was referred to the Planning Cannission, by
various City Departments and the Staff Advisory Cormnittee; and
FIIII�FAS, the Planning Carmtission finds, after due stwdy, deliberation and
public hearing, the following circ�tances exist:
1. The proposed map, design and improvements of this subdivision are
consistent with the general plan map and text because the general
plan designation for this site is low density residential , 0.2 - 4.5
dwelling units per acre and the applicant is requesting 2.6 dwelling
units per acre.
2. This site is physically suitable for the proposed type and density
of developmeiit because all requiremPazts for yards, setbacks, access
and parking can be met.
3. The proposed subdivisian design is not likely to cause substantial
and considerable clamage to the natural environment, including fish,
wildlife or their habitat because measures have been included in the
conditioans of approval for the project which mitigate potential
irr�acts to the environment.
4. The proposed design of the subdivision or proposed improvanents are
not likely to cause public health proble�u.
5. The proposed subdivision design will not conflict with public
easements within or through the site.
NQ�T, �, BE IT RF.90LVID that the Planning Conmission of the City of
Arroyo Grande hereby approves said Parcel Map Case No. 89-487 subject to the
following conditions.
Mitigatioai Measures
*1. A Negative Declaratioai with conditions has been prepared for this project.
All mitigation measures as outlined in the Conditions of Approval shall
be implemented and monitored by appropriate City Departments and other
responsible agencies. Verification in writing that mitigation measures
have been impleme�zted shall be provided by the manitoring department.
*2. In the event that during grading, constructian or development of the
project, any archaeological resources are uncovered, all work shall be
halted until the City has reviewed the resources for their significance.
The applicant may be required to provide additional archaeological studies
and/or mitigation measures. All grading and im�rove�ment plans shall be
noted to reflect said condition.

*3. Prior to recordation of the parcel map, the developer shall enter into an
agreement with the City, in a form approved by the City Attorney, whereby
the developer agrees, on behalf of himself and his successors in interest,
to pay the City a fee of 'I�ao Thousand Six Hundred and Eighty Eiqht Dollars
($2,688.00) for traffic mitigation for developoment of Parcel 2. This fee
shall be paid prior to issuance of a building permit on Parcel 2 or within
five (5) years of recordation of the parcel map, whichever is sooner. In
the event that the City should adopt a method of funding traffic
mitigations which shall include assesstnent of these lots, the fees
provided for herein shall be credited against the principal amount of the
assessment.

*4. Prior to recordation of the parcel map, the applicant shall st�}xnit a
grading, drainage and erosion control plan, prepared by a registered civil
enqineer, to the Public Works Director for approval. Said plan shall
contain stringent dust control measures and shall require that Platino
Lane shall be cleaned on a daily basis to keep it free of construction
debris, dirt and m�zd during construction.

*5. The existing residence on Parcel 1 and all construction on Parcel 2 shall
utilize fixtures and designs which minimize water usage. Such fixtures
and designs shall include, but are not limited to, low flow shower heads,
water saving toilets, instant water heaters or hot water recirculating
syster�, drip irrigation with drought tolerant landscaping and etcetera.
CC&R's which shall require the above, shall be reviewed by the Planning
Department and recorded prior to, or concurrently with the parcel map.

6. The applicant shall ascertain and coanply with all state, county and city
requir�lts, as are applicable to this project.
7. Development shall occur in substantial conformance with the information
sukxnitted to the Planning Camussion at' the meeting February 20, 1990 and
marked " Exhibit A ".

8. The applicant shall ca�rply with Section 9-3.403 of the City's Subdivision
Ordinance.
9. All development shall meet the requiren�nts of the R-1 zone, unless
otherwise approved.
10. The applicant shall provide a turn around to the satisfaction of the
Directory of Public Works and the Fire Chief.which shall provide a setback
to the existing residence which meets the minimt,un requireme.nts of the R-
1 Zone. Dedication and construction of said turnaro�d shall take place
as specified in Public Works conditions 10 and 11. �

11. Z'he applicant shall offer a dedication for public right-of-way in front
of Parcel 1 and 2 with, or prior, to recordation of the map.
12. The applicant shall design and build frontage improvements to plans
approved by the Director of Public Works except, Parcel 2 of Parcel Map
AG 88-048, prior to recordation of map.
13. Each lot shall have a separate water and sewer lateral installed prior to
recordation of the map.
14. If a cul-de-sac is specified, it will probably be substandard in diameter,
and special design will be required to gain access to existing building.

15. A grading and drainage plan shall be approved by the Director of Public
Works, prior to recordation of map.

16. The applicant shall provide a 15 gallon street tree in the front yard of
Parcel 2 or leave the Avocado trees.
FIRE D�AKII�NP
17. Subject to available water flows and pressures, an additional fire hydrant
may be required prior to recordation of the parcel map.
18. If a cul-de-sac is required, the applicant shall red curb the curb.
