�2F�1S, the Planning Co�mussion of the City of Arroyo Grande has
considered an application to convert a library into a bar area in a previously
approved guest house at 444 Toyon Court in the R Single Family Residential
District; and
��F�S, the Planning Co�ussion has found that this project is consistent
with the General Plan and the F�vironmental Docw�ents associated therewith; and
Wf��FA.S, the project has been found to have no significant envirorunental
irnpact under the provisions of the California �virorunental Quality Act (CEQA);
and
Wf�tE�S, the Planning Comtussion finds, after due study, deliberation and
public hearing, the following circwnstances exist:

The proposed use is consistent with the General Plan's stateqne,nt and
intent.
The proposed use is consistent with the Zoning Ordinance and zoning
designation which is R-1.
The site does have adequate access.
The proposed use will not have a significant adverse effect on the
use of surrounding property or the environment.
The site is adequate in shape or size for the proposed use, as it
can meet all the setback and parking requirern�x�ts.
The design and layout of the proposed use is suitable because
adequate provisions for setbacks, access and circulation have been
incorporated into the project design.
WHIItFAS, this project was reviewed by the Planning Ccec�nission and various
City departments and found to be acceptable and in confornx�zce with the
applicable codes and ordinances.
� N(Xnl, TF�tE, BE IT RESOLVID that the Planning Cormussion of the City
of Arroyo Grande does hereby approve said Conditional Use Permit, subject to the
following conditions: ,

1. The applicant shall ascertain and co�nply with all State, County and
City requirexrtients as are applicable to this project.
2. Development shall occur in substantial conformance with the plans
presented to the Planning Co�rmission at the meeting of April October
17, 1989 and marked "Exhibit "A".

3. Development shall conform with the R-1 zoning requirements, unless
otherwise approved.

4. The applicant shall enter into a recorded agreesnent with the City,
that shall prohibit renting the unit or installing kitchen facilities
without necessary City approvals and permits.
