NCW, TF�E, SE IT RL OLVID that the Planning Camussion of the City of Arroyo Grande hereby recarmends said tentative c�p subject to the following f indings and condi ti oans : - Firuiinqs : The following findings maast be �de in the affirn�tion should the Planning Cocm�ission wish to approve this project: 1. The proposedirap, design and improvement of this subdivision is consistent with the General Plan maps and text because the General Plan designation for this site is "Development Plan Required," and the applicants are providing that and because appropriate conditions have been incorporated into the resolution for approval. 2. The site is physically suitable for the proposed type and density of develop:nent because all yard, open spaces, setbacks, fences and walls, parking areas and other features can be acconmodated. 3. The proposed subdivision is not likely to cause suhstantial and considerable damage to the natural environcnent, including fish, wildlife or their habitat, provided that the proposed mitigatiarz measures are adopted and im�lemexited. OQI�ITI�iS OF APPftUVAL: Mitiqatioaz M�easures 1. If the Planning Ccrmussian wishes to approve this project, they should adopt a Negative Declaration with mitigation measures. All mitigation measures as outlined in the conditions of approval shall be i�lemented and monitored by appropriate City departments and other responsible agencies. Verification in writing that the mitigatian measures have been implemented shall be provided by the manitoring department. 2. In the event that during grading, construction or development of the project, archaeological resources are uncovered, all work shall imnediately be halted tuitil the City has reviewed the resources for their significants. Additional archaeological studies, which will be paid for by the applicant, may be required. Additianally, any construction plans shall be referenced to the this condition. Prior to recordatioai ot the final map, the developer shall enter into an agreement with the city, in a form approved by the City Attorney, whereby the developer agrees on behalf of hir�elf and his successors in interest, to pay the City a fee of Two Thousand Six Hundred and Fifty Six dollars ($2,656) per residential unit for traffic mitigation. This fee shall be paid for each residential unit, prior to issuance of each building permit or within five (5) years of recordation of the final map, whichever is sooner. In the event that the City should adopt a method of funding traffic mitigations which shall include assessrnent of lots in tract 1769, the fees provided for herein shall be credited against the principal amotmt of the assessment . The developer shall construct a solid fence, six feet (6') high,along the entire eastern boundary of Dixson Street and the eastern property lines of 1 ots 20 and 30 , except that portion of 1 ot 30 wi thin the requi red street setback, wherein the fence shall not exceed three feet (3') in height. The developer shall notify potential buyers of lots within the development of the consequences of existing and potential agricultural operations on adjacent parcels, including but not limited to dust, noise, odors and agricultural chenucals. Farroll Avenue shall be improved to at least 1/2 width sectian to conform with Farroll Avenue irm�ed.iately west of Bakemari Lane and east of St. John Circle. Centerline striping�shall be provided. Farroll Avenue shall be red curbed for 50 feet on either side of its intersectioaz with Oak Park Boulevard. Stop signs shall be provided Dixson Street and Noe Street at their intersection with Oak Park Boulevard. A stop sign shall be provided an Oak Park Boulevard at its intersection with Farroll Avenue. Manitoring Departnrent: Public Works Department Time Frame: Prior to final acceptance of tract improvesnents. 9. A one foot (1') access denial strip shall be required on all lot frontages adjacent to Farroll Avenue and Oak Park Boulevard. M�oalitorinq Departm�ent: Public Works Departm�ent Time Frame: Prior to recordation of the final map. General Coabditions 1. The applicant shall ascertain and canply with all State, Co�ty and City requiretnerits as are applicable to this project: 2. Development shall occur in suhstantial co�nformance with the plans presented to the Planning Comnission at the meeting of October 17, 1989 and marked " Exhibit A ". , 3. A zone change application, nunber 89-217, has been filed to rezoaie this site to R-1. The zone change must be approved by the City Council before this tentative tract map shall be considered as being approved. Approval of the tentative tract map shall not constitute a cannitment that the City Council shall act favorably on the zone change, nor give the applicant any vested right to pursue the tentative tract map should the zone change not be approved by the City CoLmcil. 433 Planriing Depar�t Co�ditions 4. Developnent shall canform with the R-1 zoning requirements, unless otherwise approved. 5• The developer shall construct wood fences with sltati�stone Oak Park Boulevard, and Farroll Avenue. Said walls shall be a of six (6) feet high and all block shall be treated to resist graffiti. The fences shall be reduced in height to three feet (3'} within twenty feet of the intersection of Oak Park Boulevard and Dixson and Noe Streets. 6. The street section for Oak Park Boulevard shall have a 100 foot wide right-of-way with a twenty foot center mediari, two 32 foot wide travel lanes and eight foot (8') wide sidewalks with curb and gutter. A six foot (6') wide public utility and street landscape easement shall be provided behind each sidewalk. The applicant shall landscape the median strip sand the street landscape eas�lt, > 7. A final landscape plan and full coverage autanatic irrigation plan shall be provided for review and approval and installed prior to final acceptance of tract irr�rovements, subject to the approval of the Planning Departrnent and the Parks and Recreation Department. Tree staking, soil preparation and planting detail shall be shown in the final plan. Water conservation design and maintenance and drought tolerant land.scape plantings shall be incorporated wherever feasible into the final design of the landscape and irrigation plans for the site. Plans shall be prepared by a licensed laru�,scape architect. 8. Drainage basins, median strip and street landscape ease�nent shall be landscaped by the applicant prior to final acceptance of tract ir�rovements. 9. The applicant shall provide for street lighting on all streets within the tract to the satisfaction of the Public Works Director and the Police Department. 10. All utilities shall be placed underground. 11. The applicant project engineer, Parks and Recreation Director and public Works Director shall meet to determine the location, and maintenance of the proposed retaining basins prior to recordation of the final map, If the result of the meeting modifies the tentative tract map the applicant shall be responsible for refiling amended tentative tract map. Public Works Department C�ditians 12. The Developer shall design and construct temporary access to Soto Park Canplex. The developer shall also design the final access considering median design for traffic on Oak Park Boulevard. 13. E�s for sewer lift station shall be sized for present flow but wet well and sewer mains shall be sized for future flow. The developer shall extend sewer main to the northerly tract botmdary, 14. The lots designated drainage basin for Tract 1769 shall be designed to carry improvement water for the tract. Fire Department Caanditio�s 15. Fire hydrants shall be placed in the locations listed below: a. Oak Park Boulevard and Farroll Avenue b. Southwest corner of Oak Park Boulevard and Noe Street C. Lot #9 on Noe Street d. Lot #20 on Dixson Streets e. Lot #29 Dixson Street Fire flows to be 1250 GPM (gallons per minute) at 20 pounds residual pressure. 16. All streets shall be paved and water supply shall be tested and approved prior to delivery of cacnbustibles to the properties (concrete forms exempt). 4 3 �� 17. The applicant shall provide a minimtun turn aroi.uid radius of 35 feet at the end of Dixson Street . As an al ternative, the appl icant may provide a hamner-head turn around to the satisfaction of the Fire Department. Parks and Recreatioai Department Conditions 18. The developer shall meet all park developt�it requirernents fees or land in lieu. 19. The developer shall meet all requirements for city street tree fees or p l ant ings . 20. The developer shall construct a masonry wall on the property line separating the Soto Sports Ccxr�plex from houses. The wall shall be treated on the City side to resist graffiti. 21. Design of inedian to be coordinated between City of Arroyo Grande and Grover City by a licensed landscape architect.
