Wf�S, the Planning Co�rnission of the City of Arroyo Grande has considered an application by The Rose Victorian Inn, for conversion of the Carriage House to four (4) bed and breakfast guest roce� and minor architectural revisions at 789 Valley Road, in the C-1, Neighborhood Cacmercial District; and F�F1�S, the Planning Camussion has found that this project is consistent with the General Plan and environmental doc�nents associated therewith: and Wf�E'AS, the Planning Coa�mission has reviewed the project in coanpliance with the California Fhvirorunental Quality Act and has detern�ined that a negative declaration can be adopted and instructs the secretary to file a Notice of Determination; and Wf�i.S, the Planning Carmission .finds, after due study, deliberation and public hearing, the following circ�tances exist: 1. The proposed use is consistent with the General Plan's statement and intent as outlined in the Neighborhood Conmercial zone and as interpreted by the Planning Carnnission in Resolution No. 81-829 dated June 2, 1981. 2. The proposed use is consistent with the. zoning designation as interpreted by the Planning Co�rmission in Resolution No. 81-829 dated June 2, 1981. 3. The site is adequate in shape or size for the proposed use, and it can meet all parking requirements. 4. The establishment, maintenance or operation of the proposed use will not be detrimental to the health, safety, canfort and general welfare of the persons residing or working in the neighborhood of the proposed use. 5. The proposed use will not have an adverse effect on surrounding properties because appropriate conditions regarding site design and building safety have been incorporated into the conditions of approval. � 7. � The design and layout of the proposed use is suitable because adequate provisions for parking, access and circulation have been incorporated into the project design. � The proposed is not likely to cause substantial and considerable damage to the natural envirorunent, including fish, wildlife or their habitat and staff has drafted a negative declaration. The proposed use will not be injurious or detrimental to property and improvemezits in the neighborhood or the general welfare of the City. NQ�7, Zi�E, SE IT RF�OLVID that the Planning Co�mussion of the City of Arroyo Grande hereby approves said Conditional Use Perntit, subject to appropriate standard conditions of the City of Arroyo Grande, and the following special conditions: General Co�ditioms 1. � The applicant shall ascertain and coa�rply with all State, County and City requirements as are applicable to this project. Developrr�nt shall occur in substantial' conforn�zce with the plans presented to the Planning Co�nussion at the meeting of Septemb�r 5, 1989 and marked Exhibit "A". �24 Resolutiar► No. 89- Rose Victorian Inn Page 2 Planning Departmezit 3. The applicant shall construct a concrete block trash enclosure to house the existing dtttnpster prior to final occupancy. The enclosure shall be block material on three (3) sides with self closing screened gates. Parks and Recreatio�n Department 4. 5. The existing ash tree adjacent to the trash dw�rpster shall resnain. The area between the dtunpster and the new parking spaces shall not be paved. Gravel or landscaping may be placed in this area. All other trees shall not be rem�ved. Public Works Department 6. The driveway approach an the northerly end of the frontage shall be removed and new curb, gutter and sidewalks shall be installed, prior to final occupancy. Building Department 7. 8. 9. 10. 11. 12. Final plans shall be prepared by a licensed architect or engineer. Prior to issuance of building permits, the applicant shall verify in writing that all septic tanks on the property have been properly abandoned. Prior to issuance of building permits, a sewer dye test shall be conducted on all buildings or units with bathroar�s. Prior to final occupancy a new sewer lateral shall be installed frorn the carriage house to the sewer main in Valley Road. Prior to issuance of building permits, verification of proper sewer hook-ups shall be acquired for all existing structures fran the appropriate entity. All applicable sewer fees shall be paid, prior to issuance of building permits. Fire Department 13. All proposed development or expansion plans shall be reviewed by the Fire Department for approval prior to the issuance of the building permit .
