�AS, the Planning Gonmission of the City of Arroyo Grande has
considered an applteation by Gbastal �ristian School for a private elementary
school in the R-3, Multiple Family Residentiel zone at 1220 Farroll Avenue; and
{�I�iFRFAS, the Planning C',a�mission has found that this project is
consistent with the General Plan and envirom�ental docunents associated therewith;
and
V�iFRFAS, the PlanningC',armission finds, after due study, deliberation
and public hearing, the following circumstances exist:
1. The proposed use is consistent with the General Plan's statement
and intent.
2. The proposed use is consistent with the zoning designation.
3. The s i te i s adequate i n shape and s i ze for the proposed use, as i t
'can meet all of the parking requirements.
4. The site does have adequate access, per the conditions of approval.
5. 'I9�e proposed use will not have an adverse effect on the use of
surrounding property because appropriate conditions hr�ve been
incorporated into the resolution of approval.
6. The design and leyout of the proposed use is suitable because
adequate provisionsfor setbacks,accessand circulation have been
incorporated into the project design.
7. �e proposed use is not likely to eause substantial and
considerable demage to the natural environment including fish,
wildlife or their habitat and, therefore, staff has prepared a
Negative Declaration for adoption.
K�II, �REE�RE, � ITRF.9Cg.V� that the Planning Corrmi ss ion of the Ci ty
of Arroyo Grande hereby approves said Conditional Use Permit, subject to
appropriate standard conditions of the City of Arroyo Grande, and the following
additional conditions:
Planning Departiment
1. Development shal l occur in substantial conformancewith the plans approved
by the Planning C',armission on August 15, 1989 and Marked Exhibit "A".
2. Existing fencing shall be removed and a new board or chain link fence or
concrete block wall shall be constructed along the easterly property line
prior to occupancy.
3. The parking lot,shall be striped.and bixnper blocks installed as shown on
Exhibit "A" prior to occupancy. �' ,�
4. A trash enclosure shall be constructed at a site approved by the Planning
Director, prior to occupancy.
5. All improvements shown on Exhibit "A" shall be constructed prior to
occupancy.
6. Appropriate signage/street stencils shall be installed, to the
satisfaction of the Public Works Director, to direct traffic flow within
the parking lot, prior to occupancy.
7. This conditional use permit shall be reviewed at the first Planning
C,onmission meeting in June to determine whether there are any public or
safety concerns due to the operation of the school. In the event that there

are public or safety concerns which need to be addressed through a public
hearing, the applicant shall request and pay for a public hearing. If the
concerns cannot be resolved, the Planning CaYmission may revoke the
conditional use permit. ,

8. Construct a 100 foot long centerline on each leg of Farrol l Avenue at the
intersection of South Elm Street.
* 9. The centerline transition on the south leg of the SouthElmStreet/Farroll
Avenue intersection shall be lengthened to aminim�anof 50 feet and the old
"SI�OP" pavement marking be eradicated.
* 10. Parking shall be prohibited and curbs be painted red within 50 feet of the
South Elm Street/Farroll Avenue intersection on all legs.
Publie W�orks Department
* 11. The applicant shall dedicate of necessary right of way for widening of
Farroll Avenue prior to occupancy.
* 12. 'I7ie applicant shall dedicate a ten foot (10') wide eas�nent for street tree
planting purposes, and public utilities along Farroll Avenue prior to
occupancy.
13. No bus parking on Farroll Avenue shall be allowed.
* 14. 'I7�e appl icant shal l instal l a street 1 ight as requi red by the Ci ty to P.G. &
E. standards prior to occupaney.
Police Department
15. The applicant shall request, prior to occupaney, the Parking and Traffic
C.am�ission to post Farroll Road frontage "No Stopping or Parking" during
school hours.
Building Department
16. The applicant shall meet with representatives of Building and Fire
Department to eonduct an on-site walk-thru of facilities, prior to any
construction, alteration or occupancy. Itens of major concern are:
a) alarm systen
b) panic hardware
c) accessing
d) general site condition

Fire Departrnent
17. Fire and Building Department officials shallconduct an on-site inspection
to develop necessary conditions. No permits or plans or occupancy to be
approved or accepted until this item is completed.
General Oondition
18. The applicant shall ascertain and comply with the requirements of all
state, county and local agencies as are applicable to this project.
* If these conditions cannot be satisfied prior to occupancy, the applicants shall
enter into an agreement with theCi ty and/or submit a bond for the improvements to the
satisfaction of the Public Works Director.
