PC R 89-1237�� 12 RE90IA1'ICN I�D. 89-1237 V�AS, the Planning C.armission of the City of Arroyo Grande has cons idered Var iance Appl icat ion No. 89-135, f i led by Gene and Judi th He iney, for a Variance for reduction in side yard setback from30 feet to 15 feet at 785 PrintzR,oad in the "R-S" Residential Suburban District; and i�RFAS, the Planning C.armission has held a public hearing on this application in accordance with the City Code; and V�AS, the PlanningCarmission has found that this project is consistent with the General Plan and the Envirorgnental docimients associated therewith; and �RPAS, the project has been found to have no significant envirotunental impact under the provi s ions of the Cal i forn ia Envi ronmental Qual i ty Act (C�]QA) ; and �, the Planning Carmission finds, after due study, deliberation and public hearing, the following circunstances exist: 1. There are exceptional circunstances applying to the subject property, including size,shape,topography,and surroundings which do not apply generally to other land, buildings or uses in the sFUne district. Specifically, the lot width is 100 feet which is significantly less than other properties in the R-S District. 2. The granting of this variance is necessary for the preservation and enjoyment of substantiel property rights of the applicant. Specifically this variance is necessery to enable the applicant to construct a reasonably sized house on his property. 3. The grant ing of the Var iance wi 11 not, under the terms and condi t ions of this particular case,materially affect adversely the health or safety of persons residing or vaorking in the neighborhood, and will not be materially detrimental to the public welfare or injurious to property or improvements in said neighborhood. 4.
