A�ESOLUTION OF THE PLANNING OOMMISSION OF THE CITY OF
ARROYO GR.ANDE REOOMMENDING APPROVAL OF PARGEL MAP CASE
NO. 88-461, 230� WESI' BR.ANCH STREEI', IINDER. OP'1'IONAL DFSIGN

WHEBEA.S, the Planning Corrani.ssion of the City of Arroyo Grande has considered Parcel Map
Case No. 88-461, Exhibit A, in aecordance with Chapter 3 of the S�bdivision Ordinance of the City of
Arroyo Grande; and
VI1HERg,AS, the planning (',arrrussion has found that this project is consistent with the General
Plan and the Environmental Documents a5sociated therewith, and a Negative Declaration htas been
declared imder the provisions of the California Environmental (�uality Act (CEQA); and
WHERF.AS, the Planning Carrgni.ssion has found that the following findings can be made:

1. The proposed project produces a more desirable and livable corr�nw�ity than the
❑tinimurn requirements set forth in the Subdivision and Zoning Ordinances;
2. The proposed project creates a better corm�unity envirorur�ent through the dedieation
of public areas, setting out permanent scenic easements or open spaces, or through the
rearrangements of lot sizes or reforestation of barren arees; and
3. The project reduces the danger of erosion.

1. The proposed map, design and improvement of this subdivision is consistent with the
general plan map and text because the general plan designation for this site is low
density residential, 0.2-4.5 dwelling units per acre, and the Planning Caiur►ission has
found this subdivision to be consistent within that rr�nge.
2. The site is physically suitable for the proposed type and density of development
because all yards, open spaces, setbacks, fences, walls and other features can be
acco�modated.
3. The proposed subdivision is not likely to cause substantial amd considerable damage to
the natural environment, including �sh, wildlife or their habitat, therefore, the
planning (',orrmission has recomrnended a negative declaration.
6. The design of the subdivision and type of improvements are not likely to cause sec�ous
public health problems; and
NOW, THEREFORE, BE 1T ItFSQLVED that the Plaruiing Conmission of the GSty of Arroyo
Grande hereby recomr�ends approval of Parcel Map Case No. 88-461 subject to the following conditions
of approval:

l. Development shall be in substantiel conforrnar►ce with the plans recorrunended for approval
by the Planning Carrnission on February 7, 1989, and adopted by the Cyty Council on
Feb. 28, 1989, marked Exhibit "A".
2. The development shall meet the requirements of the R-1 zone.
*3 In the event that during grading, construction or development of the project, any
archaeological resources are uncovered, all work shall be halted �.mtil the City has
reviewed the resources for their significance. Additional archaeological studies may be
required. The applicant shall provide Pl�nning staff with a status report on the
implementation of this mitigation measure, pursuant to Assembly Bill 3180.
4. All construction on Parcel 2 shall be required to undergo architectural review by the
Planning Corm�ission, prior to issuance of building pernuts.

5. Preserve all trees 4" diameter and lar�;er.
Fire Depe�rttne�t
6. Dependent upon available fire flows and press�ue, any construction rr�ay be required to
provide autorr�atic fire sprinklers.

7. The developer shall prepare a frontage improvement plan for both West Brancr Street
and Larchmont Drive, which shall include concrete curb, gvtter and sidewalk with
confom�ance transitions to adjacent properties and, in particular, the Larchmont
property to the west of Parcel 2.
8. The developer shall provide sewer and drainage easements across Lot 1 for the benefit of
Lot 2.
9. A new garage, meeting G�ty standarcis shall be constructed for Parcel 1 prior to
recordation of the pnrcel map.
