IlVTF_RNATIOIvTAL, AT 345 SO. HALCYON ROAD, 'PO E%CEED THE BDILDING HEIGH'I' RESZ'RIGTION. WHEREAB, the Planning Cotmussion of the City of Arroyo Grande Y�as considered an application by American A4edical International to exceed the bu�lding height restriction at 345 So. Halcyon Road in the P-C Professional C,orrBnercial District; and WI�EREAS, the Planning Comrrrission has fo�d that this project is consistent with the GenerF�l Plan and the Environmental Docturients associated therewith, and a Negative �eclaration has been declared under the provisions of the California Environrr�ental Quality Act (C'�QA); and WHEREAS, the Planning Camrrussion �nds, after due study, deliber�tion and public hearing, the following circurr�tances e�dst: 1. The proposed use is consistent with the General Plan's statement and intent �s outlined in the P-C ProfessionAl (',am�ercial zone. 2. The site is adequAte in shape or size for the proposed use, as it can meet all the setback and parking requirements. 3. The site does have adequate access, per the conditions of nppr•oval. 4. The proposed use will not have an adverse effect on the use of surrow�ding property because adequate mitigation meASUres, bwlding setbacks, �nd site design have been incorporated into tt�►e project. 5. The design and layout of the pcoposed use is suitable because cireulation is adequate, setbACks meet or exceed the standards for the zone, tZnd the proposed building hei�ht meets the spirit and intent of the ordinance. NOW, 7�IEItEFORE, BE IT RFSOLVED that the Plannirig Com7ussion of the CYty of Arroyo Grande hereby recarmends approval of said Use Perrr�it, subject to appropriate st��ndard condition.s of the City of Arroyo Grande, and the following con�tions: 1. Development of the project shall occur in substantial conformance with the plans approved by the Plannin� Car�rdssion on August 16, 1988. 2. The applictint shall request the City Parldng and Traffic Convnission to impl.ement the prohibited parking area along F�ir Oaks Avenue as recon�►encied by the traffic stud�� prepared by the applicant's traffic eng�ineer. 3. The applicant shall replace the dead or�l: tree with A 36" box �uercus Ilex tree �s required by the Parks �nd Reereation Director. 4. The applicant shfzll install two (2) 15-gallon street trees along Fair Oaks Avenue to break up wall plane. Placement of these trees is subject to the approval of tl ie Parks and Recreation Director. 5. Slopes of 2:1 or gre�ter shall have soil stabilization (i.e. jute rr�esh) or other material approvecl by the Parks and Recreation Director. 6. All trees wittiin 5 feet of City si�ewalks to have deep root planters or equal as approved by the Parks r�nd Recreation Tirector 7. Slopes of 2:1 or greAter shull utilize Bacharis or orn�rr�ental strawberry ground cover in lieu of the myopron paruifolium ns shown on tt�e prelimin�ry landsc�pe pl�zns. 8. 'I}�eatment of the ground aret� surt�ounding the oak ti�ess shall be suGject to the final approval of the Parks and Recreation T�irector 9. The applicant shall provide a detail of the landscape area at the corner of Halcyon ]�oad and Fair OAI� Avenue. Said detnil shall stiow existing lawns and neN� lawns, shrubs, and existing pl�nts to ren �ain. 10. The applicant shall provide written approval fram UCSB Archaec�la Departrnent regarding the methodology used and coneh�sions reached by Singer & Associates prior to reeordation of �nal map or issuance of any City pernut. 3�4 il. The applicant shall provide written approval by one or more r�presentatives of the various Chur�sh Nation tribes or divisions which have expressed concern about the site prior to recordation of final map or issuanee of any City pern�ut. 12. The applicant shall provide for an on-site inspection prograrn during the initial grAding and trenching portions of the eonstruetion by a qualified Native An��ericnn monitor and/or qualified archaeologist. 13. A�nal landscape and full-covert.�e autornatic irrigation system shall be �rovided for review and approval and installed prior to bulding occupancy, subject to the approval of the Planning Departrnent and Parks and Recreation Departrr�er�t. Tree staking, soil preparation and planting detaIl shall be shown on final landscape plan. �'Iater conservation design and maintenance and drought tolerant lands�ape planting shall L�e incorporated whenever feasible into the final design of the landscape and irrigAtion p1Ans for the site. 14. Existing hospital elevations should be upgraded in the areas which currently utilize metal equipment screens and/or temporAry trailers or sttvctures. A detail of the areas devoted to the oxygen/nitrogen enclosure, trash enclos�ire and air cooled chiller sl�ot�]d be provided prior to issuance of building perrnits. 15. The applicant shall work out an agreerr�ent with the Planning and Building Tepartrr,ent regarding the nlacement of textured (st�mped or seored) concrete pavin� intermittently throughout the pac•king lot area in order to break up the expanse of asphalt and provide visual relief, textured paving is subject to the review an� approvAl of tl�e Planning Department in accordance with the City's Arehitecturnl Review Gt�delines.
