PC R 88-11843�6 ItFSOLUTION NO. 88- A RFSOLT.]T10N OF THE PLANNING OOMMLSSION OF 1�iE C1TY OF ARROYO GR.ANDE APPftOVING A USE PERMIT, CASE NO. 88-436, APPLIED FOR BY MIER BROS LAND9CAPE PRODiJCIS ON EL CAMINO REAL WHEKF.AS, the Planning Carnnission of the City of Arroyo Grende has considered an application to allow for construction of a Retail Bulk Landscape Product Business on El Camino Real in the P-M Planned Ind�.�strial District; and W�S, the Planning Ccxraiu_ssion has found that this project is consistent with the General Plan and the Environmental Doct�n�ents associated therewith, and a Negative Declaration has been declared tuider the provisions of the California Environrr,ental Quality Act (CEQA); and WHEREAS, the Planning Conmiission �nds, after due study, deli6eration and public hearing, the following ciretm�tances e�st: 1. The proposed use is consistent with the General Plan's statement and intent as outlined in the P-M Plaru�ed Industrial zone. 2. The site is adequate in shape for the proposed use, as it can meet ell the setback and parking requiretr�ents. 3. The site does have adequate access, per the conditions of approval. 4. The proposed �e will not have an adverse effeet on the use of surrounding propec�ty because apprbpriate conditions have been incorporated into the resolution of approval. , 5. The design and layout of the proposed use is suitable because adequate provisions for setbacks, aec�ss and circulation have been incorporated into the project design. NOW, TAEREFORE, BE IT RESOLVED that the Planning Ca7unission of the City of Arroyo Grande hereby approves said Use Pernrit, subject to appropriate stAndard conditions of the City of Arroyo Grctnde, and the following special conditions: 1. The parcel a.s shown on the submittal is unclear as to the location of the north property line. If this parcel is to be leased, then approprit�te mapping will be required to create the lot if one does not currently exist. 2. The npplicant shall provide the frontage improvements �,s shown on the plan. 3. The applicant shall provide a grading and drainage plan, with appropriate e�sements, prior to bu�ding pernut. - 4. The parking should be reciesigned to eliminate the baekout movement to public right of wAy to facilitate future street widening. 5. Applicant shall provide automatic irrigation system below ground with adequate bacldlow to the irrigation system and hose bibs. 6. Applicant shall submit a detailed irrigation and landscape plan prepared by a licensed lF�ndscape architect. 7. Deep root planters required for all trees within five feet of asphalt or conecete. 8. Provide two 15 gallon trees in the front planter area, Eucalyptus Nicholi. 9. Off-street �rking rr�ay be allowed in front of the builcling, but no closer than 15 feet from the front property line, per Section 9-4.1612. 10. Applicant to provide additional inforrnation on the previous use of the site relative to soil condition.
