Cl'1'Y OF ARROYO GRANDE APPROVING TFSiTATIVE TR.AGT MAP NO. 555, UN1T 5, OARCItLST ESfATES WAII�LAS, the Planning Comrrission of the City of Arroyo Grande has considered the phasing of Unit 5(Phase 1 and 2) of Tenta.tive Tract Map No. 555, filed for by Oakcrest Associates on Huasna Road in accordance with the City Cade; and W�RLA.S, said tentative map was referred to various public utility companies, City departments and the Staff Advisory Carm4ttee for recorm�endations; and WAERF.AS, the Planning Carrrrri.ssion recorm�ends that a Conditional Negative Declaration of environmental effect be issued on this project. The eonditions appropriate to the Negative Declaration include: 1. The applieant's engineer shall submit a study of drainage flowing into the tract and propose alternative drainage solutions to the satisfaction of the Public �+Jorks Director in advance of recordation. 2. The installation of fire fighting facilities to the satisfaction of the Fire Chief. Said facilities shall be shown on the tentative map. NOW, TAEREFORE, BE 1T R&90LVED that the Planning CarHni.s.sion of the City of Arroyo Grande hereby approves said phesed Tentative Map, subject to the following conditions: 1. The applicant shell file a soils report to be �^eviewed by the Director of Public Works and the Planning Director to detern�inne whether further grading is required on the property. Previous reports will be reviewed in this process. 2. The developer shall carnply wih Standard Clty Specifications with respect to street improvements and drainage improvements, es well as providing fees for the various City-wide services, including parks and recreation, street trees and utility fees. 3. Developer shall widen Huasna Road and install improvements subject to City Standards and Specifications. 4. A block wall or stone wall alorg the side yards of Lots 86 and 87 shell be provided. Said materials shall be approved by the Plaruiing Director. Vehicular access and ut�ity services shall be prohibited fran the Huasna Road side yards of these two lots. 5. The developer shall provide a plot plan and parking requirements for Lots 86 and 87, subject to the approval of the Planning Director. 6. The Developer shall pmvide a neighborhood fence up to six feet (6') in height along the rear and side property lines of each lot, except the side property lines of Lots 86 and 87. 7. The subdivider shall prepare a master grading and drainage plan with appropriate rrritigation measures for phasing. 8. The subdivider shall prepa�^e a master ut�ity and street plan for the subdivision with appropriate mitigation measures for phasing. 9. Provide fire flow, Phase I. 10. Provide 24 minirrnan access to City standardg capable of supporting 17-ton fire apparatus. 11. Maintain abatement of vegetation on Phase 2 during fire season, May to December, each year. 12. Maintain open access from Huasna Road (perceived denied access arrangements may be authorized. 13. In addition to the previously stated conditions and those which were set forth iri a letter from Paul Karp, dated June 26, 2987, the final detemrination of necessRry easements and improvements to drainage will be as approved by the Director of Public Works and placed on the final map.
