W� the Planning C,cxmussion of the G�ty of Arroyo Grande has held the
required public hearing at their regular meeting of March 1, 1988, to consider an amendment to
the General Plan Land Use IIement Niap on the following described property:
In the City of Arroyo Grt�nde, County of San Luis Obi�po, State of California,
the area generally bounded by Mason Street on the west, Le Point Street on
the north, C�own Terrace on the east, and �ast BrAnch Street on the south.
Also identified as County A,sses,sor's Prircel Nos. 0?-202-4, 13, 14, 17, 18, 19,
24; 07-203-9, 11, 12, 13, 14; 07-204-1, 3; and
WHEREAS, the Planning Caimission feels that the public interest and general welfare
does require such an amenciment; and
WHERLA►S, t1�e P'lannirig Carranission has detet�rnined that the proposed emendment is
appropri�te for the subject property and is desireable for the orderly development of the
corrxrnu�ity; and
'INHERI:AS, an Envirorunental Impact Report (EIR) has been prepared on the project
and was reviewed by the Planning Corrrnission at a public hearing; and
WHERE�IS, the Environmental Impact fteport (EIR) has found that the potential
impacts of the proposed General Plan Am�ndment can be mitigAted to insignificance; and
p1�S, the Planning Carxni.ssion minutes, including a li5t of persons who testified at
the public hearing, sturrnary of fact and findings, and copies of any maps pertinent to the
proposal, are on �le and hereby declared to be part of said Resolution.
NOW, TFIIItEFORE, BE IT RF�OLVED that the Planning Corrmi.�.sion of the G�ty of
Arroyo GrAnde does hereby reconmend to the City Council approval of General Plan Amendment
88-2, arr�ending the Lrznd Use Element Map by chang�ing the clFassification of certain areas
described in Paragr�ph 1 above from Heavy Conmercial/Light Indu�trial to Central Business
District, with the following findings:
1. The General Plan Amendment is consistent with the Land Use policies of ihe General
Plan because the proposal pc•ovides for a convenient and balanced conm�unity, and it
is canpatible with surrounding land uses in the vicinity of the site.
2. The General Plan Amenc�nent is consistent with the policies and actions under
Circulation because it protects the vet�icular capacity of ell thoroughfares.
3. The General Plan Amendn�ent is consistent with the policies relating to health, safety
and generAl welfare.
On motion by Corrmissioner 01sen, seconded by Carmissioner Boggess, and by the
following roll call vote, to wit:
