PC R 82-902���o : ' RESOLUTION N0. 82-902 RESOLUTION OF Z'HE PT�INNING:COMMISSION OF THE CITY OF ARROYU GFtANDE APYROVING.TENTATIVE TRACT MAP NO. 1050, "FARROLL HEIGHTS", AND REFERRAL TO THE CITY COUNCIL FOR INE'ORMATIONAL PURPOSES ONLY. WHEREAS, the Arroyo Grande Planning Commission, on May 4, 1982, held a public hearing on the request for approval of a tentative map of Subdivision No. 1050, filed in March of 1982 by Garing, Taylor & Associates, Inc., Agents for the Applicants; for 83 Planned Residential Units on the south side of Farroll Avenue, immediately west of the Grandmothers' Mobilehome Park; and n WHEREAS, all governmental and utility agencies affected by the development of this land have been notified and given the opportunity to respond thereto; and WHEREAS, a negative declaration was approved for this proposed tentative map on May 4, 1982, the Planning Commission having found that no substantial adverse impacts will occur as a result of this project; and L�HEREAS, this Commission has considered the effects that approval of this s,ubdivision would have on the housing needs of San Luis Obispo County; and Wt-IEREAS, the map has been reviewed by the San Luis Obispo Planning Departmer.t staff and found to be in conformance::with the subdivision regulations iii all respects. NOW, THEREFORE, BE IT RESOLVED that the Arroyo Grande.Planning Commission certifies. that the Negative Declaration has been prepared in compliance with CEQA, S.tate and City Guidelines and that it has reviewed and considered the information cont3ined therein; and B.E IT FURTHER RESOLVED that the Planning Commission finds that none of the conditions described in Government Coc3e, Section 66474, Subsections (a) through (g} inclusive, exists with respect to said subdivision; and BE IT FURTNE� F.ESOLVED that the Arroyo Grande Planning Commission, after reviewing the proposed subdi_vision, together with_.its design and improvements, finds said s��division to be consistent with applicable general and specific plans and with the zoning on the property; and BE IT FUP.TNER RESOLVED that the benefits of additienal housing is greater than any negative effect the sui�division would have on fiscal and environmental resources; and BE IT FURTfiER RESOLVED that the tentative map of Subdivision No. 105� be approved subject �o the below listed conditions: 1. That a 6 ft. p�rimeter fence shall be constructed around the entire subc?ivision. I::terior fences to be installed and to be approved by the Planning Director. 2. That the appli.cant shall prepare a Master Drainage Plan for the entire Stem Area. The pian shall be approved by the Director of Public Works and adopted by the City Council, and applicant shall be responsible for necess,ary improvements requirecl for their project. Easement to Elm Street Park and Soto Sports Complex to be shown on drainage plans. EqL.itable plan to be worked out for user benefit on both sides of Farroll Avenue. 3. Farroll Road to be improvecl to minimum width of 34 ft. of pavement plus cur.b, gutter and �idewalk on the south frontage. �. �:ppropriate dedications for Farroll Avenue and interior streets. 5. Interior streets to be improved with minimum of 52 ft. right oF way, with concrete ct�rbs, gutters and sidewalks. Street lights on ornamental poles to P. G. & E. standards. 6. All locs to have underground utilit.ies, including Cable T.V. 7. Water and sewer connections to each lot. 3. Sewer easement dedication may be required for as-built condition of sewer trunk line. Install new manhole with paved access from City street at approximately mid-point between Farroll Avenue and south property line. 11. Access to trunk line easement shall be provided through interior fences via gates at each property line from Farroll Avenue to the southerly property line, or blanket easement to be provided over Lots 28 through 44 for access from interior streets, or some other approved plan. 12. Appropriate fees to be paid with recordation of final map, e.g. park fees, street tree fees, drainage fees. 13. That subdivision map be found to be consistent with Zoning and General Plan of the City. On motion by Commissioner Sebastian, seconded by Commissioner Moots, and by the following roll call vote, to wit: AYES: Commissioners Moots, Pilkington, Sebastian and Vice Chairperson Cole NOES: None ABSENT: Commissioners Benhardt, Saruwatari and Chairman Gerrish the foregoing Resolution was adopted this 4th day of May 1982.
