Th� Planning Commission finds that the Va.riance applied for by Harris,

WHEREA$, the Planning Commis:sion fi�ds that;
(�) The granting o� said application does not.constitute a giant of
special pri.vile.ge inconsistent with.limitations upon:other properties in
the. vi:cinit3r and same. zoning in which. tfiis. property is located; and (�)
that because. there are. special circumstances applicable to the property
(�ize-shape.^topography=location-surroundings�, the strict application of
the. Zoning Ordinance does deprive applicant's property of privileges
