Members of the public wishing to address the Council on any item described in this Notice may do so when recognized by the Presiding Officer. 5. AUTHORIZATION TO CONTRACT FOR TELEVISING GENERAL PLAN UPDATE PUBLIC HEARINGS Recommended Action: Authorize City Manager to contract for services associated with cablecasting of General Plan Update Public Hearings and allocate $800 for related expenses. 6. CONSIDERATION OF THE 2001 GENERAL PLAN UPDATE POLICY DOCUMENTS AND ELEMENTS AND FINAL ENVIRONMENTAL IMPACT REPORT (FEIR) The City Council will continue the Public Hearing to review the General Plan Policy Documents and Elements, consider comments and responses, consider the FEIR, and adoption of the 2001 General Plan Update and related diagrams. 7. ADJOURNMENT to a Special City Council Meeting of Thursday, September 6, 2001 at 6:30 p.m. in the Council Chambers, 215 East Branch Street. www.arrovoqrande.orq MEMORANDUM TO: CITY COUNCIL FROM: STEVEN ADAMS, CITY MANAGERJA- SUBJECT: TELEVISING OF GENERAL PLAN UPDATE PUBLIC HEARINGS DATE: SEPTEMBER 4, 2001 RECOMMENDATION: Authorize the City Manager to contract for services necessary to televise the General Plan Update Public Hearings on September 4, 2001 and September 6, 2001 and allocate $800 for related expenses. FUNDING: It is estimated that the cost for services to televise the two hearings will be $800. The expenditure can be funded from revenue that will be generated from the Public, Education and Government (PEG) Access Fund being established by Charter Communications consistent with the City's franchise agreement. DISCUSSION: At the direction of City Council, the General Plan Public Hearings have been televised on the City's cable government channel. In order to continue televising the scheduled hearings, the allocation of $800 is necessary. AGP Video has agreed to televise the September 4, 2001 public hearing. Matrix Mobile will televise the September 6, 2001 public hearing on a pilot basis at no charge to the City, which is consistent with the July 31,2001 hearing provided by AGP Video at no cost. The $800 will cover expenses for both broadcast of the September 4, 2001 meeting, as well as services associated with replay and wiring set up for both meetings. AL TERNA TIVES: The following alternatives are provided for the Council's consideration: - Approve staff's recommendation; - Modify and approve staff's recommendation; - Do not approve staff's recommendation; - Provide staff direction. MEMORANDUM TO: CITY COUNCIL FROM: ~ KERRY McCANTS, COMMUNITY DEVELOPMENT DIRECTOR ~ s I ROB STRONG, AICP, 2001 GENERAL PLAN UPDATE AND EIR ~ CONSULTANT SUBJECT: CONTINUED PUBLIC HEARING - POLICY DOCUMENT AND ELEMENTS DATE: SEPTEMBER 4, 2001 RECOMMENDATION: The City Council has conducted 4 public hearings on July 31, August 16, August 23, and August 28, and continued its discussions of objectives and policies to Tuesday, September 4, 2001. Staff recommends that the Council proceed element by element with the Planning Commission recommendations outlined in July 31, and August 16, 2001 agenda reports, in the following order: 1) CirculationlTransportation Element 2) Agriculture, Conservation and Open Space Element 3) Fringe and Urban Area Land Use Element 4) Housing Element 5) Economic Development Element 6) Parks and Recreation Element 7) Safety Element 8) Noise Element If time permits, the City Council can also review the Draft EIR, agency and public comments received, Final EIR responses and significant impacts. The Mitigation and Monitoring Program, Statement of Overriding Considerations and Findings Resolution for General Plan Update adoption will be distributed for consideration following the discussion at the September 4,2001 meeting.
