PC R 79-684 Z306 RESOLUTION NO. 79-684 Z A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ADOPTING A NEW ZONING DISTRICT (RESIDENTIAL SUBURBAN DISTRICT), AND RECOMMENDING TO THE CITY COUNCIL FOR THEIR ACTION AND ADOPTION. WHEREAS, the Planning Commission of the City of Arroyo Grande has been re- quested to establish a new zoning district, Residential Suburban District or "R-S" District; and WHEREAS, according to the provisions of law a public hearing was held on the 7th day of August, 1979. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Arroyo Grande in regular session assembled, this 7th day of August 1979, that said Commission hereby adopts and recommends to the City Council that Title 9, Chapter 4 of the Arroyo Grande Municipal Code be amended by the addition of the Residential Suburban ;(R-S) District to read as follows: Sec. Purpose (R-S) The Residential Suburban District (R-S) is intended to permit Single Family Residential development on estate size lots commensurate with the rural character and lifestyle of adjoining County developments. Sec. Uses Permitted (R-S). The following uses shall be permitted in the Residential-Suburban (R-S) District: (a) Single family dwellings; one per building site; �. (b) Gardening, orchards, vineyards, greenhouses and other. horticulture not to exceed 1/2 acre in total land area; (c) Accessory buildings, including servants' quarters and non-commercial guest houses; (d) The keeping and or raising of household pets for personal use only; (e) F. F. A., 4-H, or similar organization small animal and fowl projects (See Article 31 of this chapter). (f) The keeping of two (2) large animals except swine for the domestic, hobby, or club project, requirements only of the residents of the lot upon which such animals are located. Animal boarding, sales or breeding establishments, dog kennels, and the slaughtering or processing of animals for the purpose of providing or supplementing income shall be prohibited. Sec. Uses Permitted Subject to obtaining a Use Permit (R-S) The following uses shall be permitted in the Residential Suburban District (R-S) subject to obtaining a use permit in each case: (a) Churches, public and parochial schools; (b) Gardening, orchards and vineyards activities exceeding 1/2 acre in total land area. (c) The keeping of three (3) or more large animals; (d) Private or public utility or service buildings, structures and uses, including transmission ]�ines and water supply reservoirs. -� 0 Sec. Accessory uses permitted (R-S) RESOLUTION NO. 79-684 Z� O� Page 2 - Accessory buildings and uses in the Residential Suburban (R-S) District shall be permitted only to the extent necessary and normal to the types of uses permitted in the district. (a) Accessory buildings and structures shall be permitted in the rear and side yards provided no building or structure is allowed within one hundred (100') feet of the front lot line, nor within fifty (50') feet of the side or rear property line, nor permitted in any side yard abutting the street. �. � (b) Signs not over six (6' ) feet sc�uare in area and unliqfited, ��er.tainin�� only to the sale, lease, or rental of thc� pro�:�er.ty u}�on whic_�h the s.igri is locatc�d, shall be permitted. Sec. Maximum allowable height (!t-S). The maximum allowable height in the kesi.dential-Subur.ban (R-S) District shall. be as follows: (a) Main buildings. Not to exceed thrity (30') feet or two (2) stories; (b) Accessory buildings. Thirty (30') feet provided, however, an accessory building may exceed the height limitation of thirty (30') feet, subject to the issuance of a Use Permit. Sec. Building site and lot width required (R-S). (a� Lot area. The minimum lot area in the Residential-Suburban (R-S) District shall be two and one-half (2-1/2) acres for slope conditions below a 20$ grade. Lot area shall be increased to a minimum of five (5) acres for slope conditions ex- ceeding 20�. (b) Lot dimensions. The minimum lot dimensions in the Residential-Suburban f I - �� (R-S) District shall be two hundred (200') feet for interior and corner lots, and the minimum depth shall be two hundred and fifty (250') feet. Sec. Maximum allowable lot coverage by buildings or stru�tures (R-S). The maximum allowable lot coverage by all structur.es permitted in the , Residential-Suburban (R-S) District stlall not exceed twenty (20�) percent of the lot area. Sec. Minimum yards required (R-S). The minimum yards required in the Residential-Suburban (R-S) District, unless otherwise requir�d in Article 25 of this chapter establishing building lines, shall be as follows: (a) Front yard. Each building shall have a front yard, extending across the full width of the subject property, of a depth of not less than fif ty (50') feet. Except for access driveways and.walks, there shall be no structures located in the required front yard abutting the street. No boat or trailer shall be kept in the front yard; nor shall the dismantling or keeping of any disabled' i • . 0 Resolution 79-684 Z Page 3 vehicle in the front or side yard or driveway be permitted nor shall the storage of any material be permitted. (b) Side yards. There shall be a side yard on each side of the lot, ex- tending from the �ront yard to the zear yard, of not less than thirty (30')feet on either a corner ox interior lot. � (c) Rear yard, �ach lot shall have a rear yard, extending acrosa the full width of the lot, of not less than fifty (50') feet. 0 (d) Special yards and distances between buildings required. Accessory buiidings used as guest houses or as barns, stables, or farm buildings ahall be not less than fifty (50') feet from any side property line, or fifty (50') feef from any rear property line, and not less than one hundred (100') feet from the front property line, nor less than twenty (20') feet from any dwelling unit on the property. Sec. Fences and walls (R-S). Fences or wal�s shall be permitted, but not required, in the Residential-$�urb q ron or side yard abutting a street. Such fences shall not restrict the sight�di�tance�on any road or driveway entering a pul�lic road. (R-S) District. Such fences or walls shall not exceed six (6') feet in �eight when lo- cated in any re uired i t � Sec. Off-street paxking required (R-S). The provisions of Article 26 of this chapter shall apply in determining the amount of parking spac� to be provided,for each use in the Residential-Suburban (R-S) District. The parking spaces shall be improved as set forth in Article 26 of this chapter. Sec. Water and Sewer Requirements (R-S). (a) That private water wells per individual lot shall be permi.tted for irrigation and domestic purposes provided that quantity and quality watez sources shall be approved by the San Luis Obispo County Health Department. (b) That septic tanks shall be an approved means of disposing of solid waste materials provided that each system is individually engineered and sub�ect to the approval of the City of Arroyo Grande. (c) That no building permit be issued where water supply depends on service from,a community we11 syStem.: Sec.
